If the juvenile is strong,the national will stronger.Colleges and universities are important bases for cultivating national talents and are important sites for disseminating knowledge.The quality of teaching and core competence in colleges and universities not only affects the development of universities but also affects the development of the country’s economy and society.After more than 30 years of development,the universities in our country have made great progress since the reform and opening up.However,there are still some gaps with top foreign institutions of higher learning.The universities in our country are mostly public universities,and the government plays an important role in public universities.The functional orientation of the university affects the development of colleges and universities and the competitiveness of colleges and universities.The objects of this study are mainly public universities.This article mainly adopts the literature research method and comparative research method.Through the analysis of the functions of the Chinese government in colleges and universities and comparing with the developed countries,it proposes the positioning of government functions to improve the competitiveness of our colleges and universities.This article is divided into six parts.The first part is the introduction,expounds the background of this topic,basic ideas and research methods,and literature review.It summarizes and sums up the basic research status at home and abroad,as well as the perspective and innovation of this article.The second part is to sort out and analyze relevant concepts and relevant theories of the government function positioning to improve the competitiveness of universities.The third part analyzes the functions of the Chinese government in colleges and universities during the planned economy and during the two periods of reform and opening up.And the functions of the central government and local governments in universities are analyzed.The fourth part mainly elaborates the status quo of China’s colleges and universities’ competitiveness and the problems and causes of the Chinese government’s improvement in the competitiveness of colleges and universities.In the fifth part,it elaborates the development status of the top international universities and colleges in the United States,Japan,and the United States through comparative research methods.The operating model of Japanese and English universities and the functions of the U.S.,British and British governments in universities;The sixth part analyzes the reasons for the government’s problems in universities in the fourth chapter,and compares them with universities and colleges in the United States,Britain,Japan and other countries.The functions of China’s government put forward the path choices for improving the competitiveness of universities in our country’s government.Through research,this paper proposes that the government’s path to enhance the competitiveness of universities is mainlybased on the following four aspects: First,change the concept of government;Second,Change the government’s management system to colleges and universities;Third,change the government’s functions and strengthen the government’s policy guidance to universities;Fourth,improve the government’s incentive assessment mechanism for colleges and universities;Fifth,the government must give full play to the strength of society.
