Urban congestion is one of the important reasons that affect the sustainable development of urban transportation.Countries around the world have been working on policies to alleviate urban congestion.The road congestion charging policy has been more effective in relieving congestion,and has attracted the attention of scholars at home and abroad.However,most of the current road congestion charging policies are considered to be absolutely rational,but in fact,travelers are not.Therefore,the current charging policy based on the full rationality of the traveler is not in line with the actual situation,and the effect of the policy implementation is greatly reduced.In order to study the impact of travelers' "limited rationality" on congestion charging,and to formulate a realistic congestion charging policy,this paper carries out the congestion charging research under the traveler's bounded rationality assumption.The paper discusses the charging method and object of this paper by discussing the road congestion charging mode,and analyzes the impact of road congestion charging on the travel mode selection and route selection of travelers.The travel decision-making characteristics of travelers in real life are mainly manifested in that travelers can only use their limited cognitive level to make travel decisions in limited information and several alternatives,that is,the traveler is a "limited rational person".The above-mentioned "limited rationality" of travelers is characterized by the fact that travelers are limited by subjective and objective environments and cannot fully grasp traffic information.At the same time,because travelers have limited cognitive level,they cannot clearly define all alternatives and each scheme's consequence.Considering the characteristics of the subjective response of the traveler,that is,the ambiguity of information processing and language feedback,this paper uses fuzzy set theory to reflect the traveler's "limited rationality" and traveler's perceived cost of travel under road congestion charges.The possibility theory is used to express the traveler's choice of travel mode and the possibility of path selection.Based on this,a traveler's travel mode and path selection joint model are constructed.The joint model is used to establish a two-layer model of road congestion charge pricing,in which the upper layer uses the road network.The minimum expected total cost of all travelers is the target,and the lower layer uses the fuzzy user equilibrium principle to establish the pedestrian fuzzy equilibrium distribution model,study the relationship between the rate and the traveler's travel decision,and combine the particle swarm algorithm with the MSA algorithm to solve the model.Through the analysis of the common road network Nguyen Dupuis,the sensitivity analysis of the factors of the traveler in the model is analyzed,and the relationship between the “limited rationality” factor of the traveler and the congestion charge value is analyzed.At the same time,the objective function,the selection of the car and the bus are obtained.The relationship between the proportion of traffic volume and the average congestion charging rate is obtained,and the optimal congestion charging section and price of the road network are obtained,which verifies the feasibility of the model and algorithm.The results of the example show the relationship between the limited rationality of the traveler and the congestion charge rate,and the road congestion charge policy under the traveler's bounded rationality assumption can improve the spatial structure of the road network and effectively optimize the travel structure of the road network.Urban congestion.
