The procuratorial organ is the legal supervision organ stipulated in the constitution.According to the criminal procedure law of the People's Republic of China,it performs the function of legal supervision through the criminal procedure.Investigation supervision is one of the performance of the procuratorial organs in accordance with law,exercise legal supervision function,it runs through all end in a criminal case,investigation,investigation process,both the applicable law of physical aspects,such as qualitative,case supervision,also includes the evidence collection,compulsory measures such as supervision of the program.Therefore,it is necessary to establish and perfect investigation supervision mechanism and supervision measures,so as to promote the legal and fair exercise of investigation right of investigation organs."Early intervention" is the procuratorial organ of public security organs to handle criminal cases,usually difficult,complicated and controversial case,before the investigation organ is transferred for examination before prosecution,the investigation organ to handle the case guide forensics,and legal supervision of investigation activities way of working.As an effective means for procuratorial organs to perform the function of legal supervision,the system of early intervention has been widely recognized by the theoretical and practical circles.However,the system of "early intervention" is not perfect and has been questioned.The author discusses the significance,feasibility and system conception of this system,and mainly discusses the understanding of the procuratorial organ on the question of the public security organ's early intervention.
