From the reform and development of the cadre and personnel system in our country,the implementation of the civil service system at the legal protection level began in March 1988.The establishment of the Ministry of Personnel marks the beginning of the transition to the implementation of the civil service system.After nearly three decades of development,the civil service system has been continuously improved,and has achieved outstanding achievements in exercising state administrative power according to law and implementing state affairs.However,in the process of deepening the reform,with the continuous improvement of the state's administrative requirements,some problems in the civil service system need to be solved,otherwise it will be separated from the service-oriented government which is clean and efficient and satisfied with the people.In the civil service system of our country,the township civil servants are the administrative groups that stand on the front line of national reform and construction,directly facing the masses of the people.It is the explanation of the work of the government with the performers,the bridge between the government and the people,so the promotion of the township civil servants The overall quality and ability to enhance the government in the people's image and satisfaction is of great significance.In this context,the implementation of township civil servant incentive system,test incentive system in the implementation of the effectiveness of township civil servants,and then according to the present to improve and improve,with positive social significance and value.This paper takes Yongjia County,Wenzhou City,Zhejiang Province as the research object,and uses the research methods such as literature research method,questionnaire survey method and theory and practice method to carry out field investigation and questionnaire survey on the implementation status of incentive system in Yongjia County civil servants Analyzes and summarizes the main achievements and problems,and evaluates the incentive system,and then puts forward some suggestions to improve the incentive mechanism of the civil servants in Yongjia County.Improve the incentive system from the innovation incentive system and the implementation of security measures at two levels.The main conclusions of this paper are as follows: First,Yongjia County civil servant incentive mechanism has made remarkable achievements,the working environment has been greatly improved,civil servants on the working environment conditions are higher satisfaction,performance appraisal system is also gradually implemented,incentive mechanism,open and transparent employment mechanism step by step;Second,the current incentive mechanism there are some problems,such as the majority of young civil servants are not satisfied with the current salary incentive,salary incentive effect is not obvious,the promotion system is not perfect,promotion of a single channel,promotion is more difficult,spiritual incentives;Third,the corresponding recommendations,namely,innovation,promotion,spirit and other incentives to improve the incentive effect of pay and benefits,open up the township civil service promotion channels,to build a reasonable evaluation model,contribute to the dedication of Yongjia county civil servants.
