In 2004,with the participation of ten Central and Eastern European countries in the European Union, the EU completed the largest expansion in history: from 15 members to 25 members,it is called eastward enlargement. For the EU,the change from 15 to 25 members is not only a change in the number of member states,an expansion of the territory and an increase in the population, but a qualitative change. The thesis takes the increase of the differences of EU member states after the eastward enlargement as the logical starting point. It analyzes the differences between the old and new member states after the eastward enlargement, which leads to an increase in the divergence of interests and difficulties in the coordination of interests. Therefore, when multiple crises come, the positions of new and old member states are far apart, this part is mainly discussed through the contradictions of the core countries and marginal countries of the Eurozone in the European debt crisis as well as the old EU member states and new member states of Central and Eastern Europe in the refugee crisis. The differences between the new and old EU member states have become more prominent in the face of multiple crises, resulting in the crisis not being properly resolved in the first time, which in turn has aggravated the "North-South contradiction" and "East-West contradiction" among member states. The differences also hinder the development of European integration.Britain became the first country in history to leave the EU,and it has also opened the "anti-integration" model. Therefore, how to continue to promote the development process of integration in the context of the growing diversity of members in EU has become a question for people to think about.Differentiated Integration has emerged as a policy tool.Differentiated Integration allows the EU member states to have a certain degree of difference in time schedule and content in the process of integration. The conclusion of the thesis shows that through the analysis of the current situation, the EU should not develop integration in a radical way,but rather adopt a “multi-speed Europe” solution to find a way out of the crisis. At present, the EU should maintain the existing achievements of integration and become more pragmatic, which is crucial for the development of European integration in the future.
