In 1986,Yulin Ancient City was approved by the State Council as the second batch of national historical and cultural cities.In 2008,Yulin Ancient City was named one of the top ten ancient cities in China.With the development of the market economy,the protection and development of historical and cultural cities has received more and more attention.On the one hand,it reflects the sense of responsibility and mission of local governments,on the other hand,it is also the inevitable result of the development of market economy.Under the gradual advancement of comprehensive deepening reform and the increasingly perfecting of the market economy,the protection and development of the ancient city has been given new characteristics of the times,especially the background of government behavior has undergone major changes,and the rapid development of tourism has spawned the cultural industry.The transformation and upgrading,how to achieve the protection of resources and the development of tourism in traditional historical and cultural cities,the optimization of government functions is particularly important.Based on the discussion of the functions of local government and the government functions in the development of tourism resources,this paper summarizes the research results and future research trends in the development and protection of tourism in ancient cities at home and abroad,using the theory of tourism life cycle and government intervention theory.The combination of functional analysis and empirical analysis,interview analysis and comparative research are combined to develop the full text.Firstly,the article summarizes the tourism resources of Yulin Ancient City and the status quo of the functions of local government.Then,according to the theory of tourism life cycle,it analyzes the functions of local governments in different stages of tourism development in ancient city,and discusses the beginning of tourism development.To fundamentally solve the market failure situation faced by the ancient city,it is necessary for the local government to play a leading role,through the government intervention to carry out macroeconomic regulation and control,and promote the rational protection and development of the ancient city tourism resources.However,the government is not omnipotent.Through the investigation and analysis of the status quo of Yulin local government functions,combined with the interview data,it is concluded that local governments mainly exist in the development of tourism resources in ancient cities: macroscopic planning is not clear,public management functions are imperfect,public service functions are lagging,and tourism resources are insufficiently developed.Several aspects of the functional dilemma,while conducting a theoretical discussion.Afterwards,by referring to the functional experience of local governments in Xi'an,Pingyao,Lijiang and Langzhong in the development of ancient city tourism,combined with the external environmental conditions and internal resources characteristics of Yulin Ancient City,suggestions for optimizing the functions of local government in Yulin are proposed.The first is to fully utilize the macro-planning functions;the second is to improve the tourism public management functions;the third is to strengthen the tourism public service functions;the fourth is to enhance the promotion of tourism resources protection.This paper intends to promote the optimization and improvement of tourism development and protection work in Yulin Ancient City,and also try to provide reference and reference for the same type of ancient city in other places.
