Since the Opium War,the great powers have taken a lot of privileges in China under the circumstance of unequal treaties.Therefore,the treaty ports that forced the Qing government to open up became a channel for Sino-foreign import and export trade,greatly facilitating the export of grain.In order to safeguard rights and interests,the late Qing government defined export items in the form of treaty texts,especially the control of grain trade.Beijing government of the Republic of China has repeatedly introduced a grain transportation-forbidden policy to restrict the export of rice,millet,wheat,beans and miscellaneous grains.In the period of the Republic of China,the Beijing government maintained grain transportation-forbidden policy in order to maintain food security.The powers opposed the grain transportation-forbidden policy,and explicitly protested to the Beijing government,even smuggling grain out of the country despite grain transportation-forbidden policy.Under such circumstances,the negotiations between China and foreign countries on the issue of lifting the grain transportation-forbidden policy have become very frequent andit have become one of the important contents of diplomacy in modern times.The Sino-Foreign Negative Negotiations during the Beijing government period were an important part of it and had an important impact on modern Sino-foreign relations.In the process of resolving the disputes over the rain transportation-forbidden policy,the Beijing government has made great efforts and will often strive to safeguard China's legitimate rights and interests.Regarding the intervention,transportation and smuggling of the powers,the Beijing government,according to different situations,regards the treaty system and international law as the basic principles for resolving disputes,and to some extent reduces the contradiction between the Chinese and foreign parties on the issue of the policy.In addition to the negotiations between Chinese and foreign governments,the Chamber of Commerce has also made certain efforts to solve the problem of the rain transportation-forbidden policy.Under the efforts of the Beijing government,the disputes between China and foreign countries have been resolved.Due to the special historical background of the period,the Beijing government has tried to solve the disputes between China andforeign countries,but there are also many shortcomings.Under the pressure of the powers,the Beijing government tends to compromise in the negotiations and meets the foreigners' requests for transportation.The Beijing government has not severely punished the internal affairs and smuggling of the powers.This not only reflects the incompleteness of the Beijing government's diplomatic system,but also reflects the fact that under the pressure of the modern unequal treaty system,it is difficult for China to safeguard its legitimate rights and interests.The study of the ban on negotiations between China and foreign countries during the period of the Beijing government of the Republic of China helped to gain a deeper understanding of modern Sino-foreign relations and a new understanding of the changes in the Beijing government's diplomatic system.
