The 1952 Immigration Act was based on a report by senator Patrick McCarran and a bill drafted by representative Francis Walter.The bill was passed in the context of the change of the US-Soviet alliance into a hostile war after the Second World War,Therefore,it inevitably has the distinctive features of the Cold War.With the establishment of more and more socialist countries,the American ruling class feels fear and anxiety.As a result,more and more people hope to reduce the threat of communism and the fear of domestic fear through immigration policies.On the issue of immigration,people of different interest groups have different requirements to modify the immigration quota system,increase the necessary security provisions,and prevent communists from entering the United States,because they will threaten the American democratic system.Judging from the process of the passage and passage of the bill,there is a big controversy between the conservatives headed by McCarran and the reformists headed by Truman.The former advocates restricting immigration to ensure that the American social system and domestic security are the primary principles.The latter advocates relaxing the immigration policy and making the immigration policy a foreign policy.For different ideas of both,members of Congress to develop an alternative bill and amendments more,and to substitute bill and amendments were held congressional hearings and parliamentary debates,the final vote in Congress,“McCarran-Walter Act” with members of Congress overruled by a majority of Truman's veto.The McCarran-Walter Act is the longest immigration law in the history of the United States.It has 407 articles,totaling more than 300 pages.The racial discrimination features in the bill are obvious,such as the establishment of the“Asia-Pacific Triangle” and restrictions on the number of immigrants.Institutions,incorporating the contents of the Internal Security Law,etc.However,it also relaxed the ethnic restrictions of immigrants,removed the restrictions on the immigration of Asian immigrants,and it introduced a large number of talents to the United States through the principle of giving priority to professional and technical personnel.
