| At present,the new round of institutional reforms in Chengdu has been basically implemented by the end of March 2019,mainly carrying out reforms such as institutional adjustment,transfer of duties,and centralized office work.This reform has merged and adjusted a large number of government agencies,but there is still a cross-functional phenomenon within the department,which merely turns the inter-departmental problem into a problem within the department.How to realize the functional integration within the department is a key issue that must be faced after the reform of the organization,and it is related to the success or failure of institutional reform.This issue has not received enough attention in the academic world.Based on this,this paper studies the integration of internal functions of local government departments from the perspective of social network,with a combination of qualitative and quantitative methods,in order to provide reference ideas and research methods for the ongoing reform of government institutions,and improve the administrative efficiency of the government.This article first consults the literature to understand the current methods used by academia to study the internal functions of local governments.Then it studies the applicability of social network analysis methods,and designs an analysis process of internal functions integration of local governments based on social network analysis methods.That is,collect data on all departments and functions of local governments,and find out the relationship between departments according to the cross-function between different departments.Ucinet software is used to map the network of local government departments and functions based on the processed data.By analyzing the structural characteristics of the network map,it is possible to show the distribution status of all departments and functions in the current institutional reform of the local government.By analyzing the indicators such as the density and centrality of the network map,it can be found that the specific departments and departments in the reform of the local government institutions are at the core of the reform.Finally,based on the research problems,specific integration measures are proposed for theintegration of local government functions.Taking the M-city(county-level city)market supervision bureau of Chengdu as an example,the paper further demonstrates the applicability of the social network analysis method in the study of the integration of local government functions,and proposes the specific reform of the M-city market supervision bureau in Chengdu.Several functional integration measures.Local governments should scientifically allocate “three-set plan”,optimize professional resource integration methods,and establish a reasonable management model when conducting institutional reforms and functional integration.The study found that the application of social network analysis methods can more clearly see the actual cross-functionality of the local government.That is to say,there are departments in which there are overlapping functions and the degree of intersection.The problems in which types of functions are crossed are more serious.It is convenient to find out the cross-network of the functions of local government departments,clearly overlap and integrate obstacles,so that they can be in the next round of institutions.In the reform,there is a targeted integration of departments with functional cross-cutting,focusing on the integration of serious overlapping functions. |
