Research On The Reform Of The System Of Shanghai Basic-level Market Supervision

To have a better development for our country’s economy and strengthen market supervision,the State Council promulgated the institutional reform plan relevant to market supervision based on the analysis of local practice,integrated the function relevant to departments of market supervision and established a reasonable market supervision system to maintain market order.Based on the practice of institutional reform in recent years,this article takes the basic-level market supervision departments in Shanghai as the research object and has a discussion and research on the basic-level practice of market supervision’s system reform.The paper is divided into five parts: The first part introduces the background and significance of the research,has a review of the domestic and foreign research literatures on the reform of market supervision system and describes the research content and research methods.The second part explains the core concepts related to the reform of the basic-level market supervision system and analyses the practice of market supervision system reform in our country based on the theoretical foundation.The third part of the paper,through methods of literature review and field study,describes the main responsibilities,institutional settings and results of the reform of basic-level market supervision system by taking S District Market Supervision Bureau as an example.And the part describes the overall situation of the reform of basic-level market supervision system in Shanghai from different dimensions.The fourth part analyses the problems existed in the reform of basic-level market supervision system in Shanghai,and finds out the reasons for them separately,like the necessity to integrate the legal system,the difficulty to change the management mode,the insufficient integration between professional supervision and comprehensive supervision,and the imperfection of personnel training mechanism.Combining with the problems appeared in the practice of basic-level market supervision system reform in Shanghai,the fifth part puts forward some innovative ideas and opinions—to promote the standardization of supervision and law enforcement through establishing and perfecting the legal system and rationalizing the relationship between strict supervision and providing service to the market;to construct a policy guarantee mechanism for the basic market supervision departments from unified leadership,finance,technology and other aspects;to strengthen the work responsibility system through supervising during and after the event and integration of comprehensive supervision and professional supervision;to improve the basic-level team construction through enriching basic-level forces,strengthening professional training and stimulating the enthusiasm of performing duties.These are of great significance for further deepening the reform of market supervision system at the basic level,implementing the policy of benefiting the people in the reform of "Super-Ministry System ",strengthening market supervision and maintaining market order.
