Cadre Cross-regional,Cross-departmental And Cross-organizational Communion On Ecological Effects Research

Chinese cadres are the most important soft resources for the development of society and the country's political system.China has a long history of cadre communion,which has important significance of the theory and practice.This paper aims to study the ecological landscape and effects of cadre cross-regional,cross-departmental and cross-organizational communion.In order to study the Chinese system of cadre communion.To see the changes and value of cadres communion according to Chinese leaders' discussion of cadres communion,and the historical evolution of Chinese cadre communion system.And analyzed the municipal party committee secretary of 2000-2010,as well as the communion of cadres ecology effects.In the quantitative analysis part,we try to find the status,the direction,the effect,the trend of Chinese cadre communion system through the data,forming a human effect on the communion of cadres ecological.As for the case analysis,to further study the status and problems of the communion system of cadres in a region,and made some recommendations,in order to provide references for the improvement of national cadre communion system.This paper found that the cadres cross-regional communion of cadres is the rational way of cadres allocation for the central-level cadres and provincial-level cadres,rather than a major promotion channels;and for bureau-level cadres,cadres cross-regional communion neither is a way to achieve the resettlement of cadres resources,nor the main way of cadres promotion.Cadres exchange between different departments has made a significant role in the prevention of corruption.Cross-organizational communion and promotion of cadres are related.Cross-organizational communion is a major cadre promotion channel for central-level cadres and provincial-level cadres;for the bureau-level cadres,cross-organizational communion is not the main promotion channel.
