The so-called constant producers have perseverance,and housing has long been an indispensable requirement for people's survival and development.With the rapid development of the social economy,the proportion of housing in people's lives is becoming more and more important.Due to the imbalance of regional economic development and the differences in individual economic levels,especially in some large cities in China,housing prices have grown too fast and have been at a high level for a long time.It is difficult for social entities to meet housing demand through purchase.This requires full use of collective construction land.The advantage of leasing and renting houses not only activates the economic vitality of the original rural collective economic organization,but also alleviates the housing pressure of the main body of housing demand.It also plays a very important role in collective economic development and urban planning.After the national pilot collective land construction leases housing,it greatly activates the applicability and efficiency of rural collective construction land,and provides a very favorable exploration for rural land system reform.At the same time,some problems have arisen in this process,which are worth learning and will be avoided and corrected in the future system improvement.The reason for the reform and development of Shenzhen's collective economic organization is that it has certain special characteristics compared with the inland cities,resulting in the special status quo of land resources and non-agricultural construction under its jurisdiction.The lessons learned in this development process and the current pilot projects in some parts of China.The practice of collective housing land rental housing system can be used as a reference for each other.To improve the system of collective construction land rental housing in shenzhen,we must first focus on the standardization and legalization of the acquisition path of the rental housing,and then strengthen the risk prevention in the operation of the rentalhousing,especially the protection of the subject rights,the light restraint of property rights transfer and the establishment of dispute resolution mechanism.
