The Research Of "Internet + Government Service" Under The Background Of The "Delegate Power, Improve Regulation, And Upgrade Services" Reform

At present,the state is vigorously promoting the reform of "delegating power,improving regulation,and upgrading services",trying to establish a perfect,efficient and integrated "Internet + government service" platform.The "releasing management service" and "Internet +government service" are complementary.On the one hand,"Internet +government service" plays an important role in promoting the reform of "releasing management service" and providing technical and practical support for it.On the other hand,the reform of "releasing management service" is also an essential requirement for the "Internet + government services".The "Internet + government service" has been tried first in practice,but the research about the construction of the "Internet +government service" under the background of the reform of "releasing management service" is still lagging behind.The purpose of this paper is to clarify the coupling logic between "Internet + government service" and "releasing management service" reform,and to find out the problems and its causes of the current "Internet + government service" system.In the end,figuring out how to promote the "Internet + government service" ability under the background of the "streamlining administration,delegating power and improving regulation and services" reform.The first part of this article focuses on the related concepts,and theoretical basis of "Internet + government service".Then,we use Changsha government as an example to analyze the concrete measures in promoting the "Internet + government service" ability,according to the result of the Chinese Government Websites' Performance Evaluation Report.In the third part,the article points out that although the construction of the government "Internet+government service" hasalready achieved some results,there are still some problems that need to be solved,such as the great differences among the "Internet+government service" level in different districts;confusion in the process of "Internet+government service" and deficient content;lack of intelligence services as well as communication between government and citizens;lack of integration of different "Internet+government service" platforms;and incomplete construction of information security guarantee system.The article also tries to analyze the causes of these problems.Finally,the paper puts forward some effective proposals for promoting "Internet+government service" ability,considering the time background and actual needs of "releasing management service" reform: First,government departments should increase capital investment in "Internet +government services",and check the quantity and quality of "Internet +government services" content.Second,make active use of various service platforms,especially new media service platforms,to enhance public participation and enthusiasm.What's more,pay attention to the promotion of service consciousness,attitude and level of government staff.Last but not least,strengthen the construction of the management system of "Internet + government services",clarify the functions of departments,establish a sound supervision and evaluation mechanism,and set up a professional information security team to escort the construction of "Internet + government services"..
