Research On Formation And Governance Of Group Events Involved In Rural Migrant Workers

Since the reform and opening up,the development of agricultural modernization has promoted the rural surplus labors to migrate to cities for jobs,forming a rural migrant workers group.With the rapid development of economy,China has entered the transformation period of economy and society,during which the rural migrant workers group becomes vulnerable in the social hierarchy.At the same time,a number of social problems and contradictions have arisen,which violate their legitimate interests in some degree.The group events involved in rural migrant workers took place occasionally in order to safeguard their legitimate interests in past few years.These group events not only inflict serious loss of life and property but also influence social life and production.What is worse,these group events also endanger the social stability and harmony,and destroy the local investment climate and market order.Governing the group events involved in rural migrant workers scientifically has become a major issue.Intense research on this kind of group events not only contributes to promoting social stability and harmony,deepening reform and opening up,but also contributes to improving the national governance system and ability.This article selected the group events involved in rural migrant workers as the research object,and mainly researched the formation mechanism and governance strategies.Firstly,the concepts of rural migrant worker and group event were defined.Then,the genres,characteristics and causes of the group events involved in rural migrant workers were analyzed combing some typical cases.Next,the formation mechanisms were analyzed according to the relevant theories.At last,the governance dilemmas were summarized and thegovernance strategies were proposed.It is found in this research that the occurrence reasons of the group events involved in rural migrant workers in recent years mainly include: group interests differentiate and interests distribution is out of balance;the legal mechanism is imperfect;the interest expression mechanisms within the constitutional system are inefficient;the government’s social management ability is insufficient;the consciousness of safeguarding right is enhancing,while the legal consciousness is poor.Furthermore,this kind of group events taking place in China in past few years can be divided into three classes according to the behavior purpose:interest appealing type,emotional catharsis type and value pursuit type.This kind of group events also show some obvious characteristics,such as the “ignition point” presents a decreasing tendency;the group identity psychology tends to strengthen;the action of safeguarding rights relying on group force tends to increase;non-economic interest appeals present an increasing trend;the organization ways are more modern.Through analyzing the formation mechanism,we find that some factors play significant roles in the formation process,such as the accumulation of social contradictions,the generalization of resentful emotions,the stimulation of blasting fuse,the catalysis of public opinion information,the infection of group action and the weakness of government intervention.These factors accelerate the development process through some complex interactions.In the development process of this kind group events,some dilemmas influence the governance effect,and these dilemmas mainly include that the society management system is imperfect;the governance ability of the basic level government needs to be strengthened;the single social governing structure.Hereby,in order to govern the group events involved in rural migrant workers efficiently,some governance strategies are proposed,including perfecting the society management system;strengthening the government’s construction;promoting social cooperative governance.
