Research On Rural Grassroots Governance Under The Background Of Rural Revitalization Strategy

The rural revitalization strategy is a important decision made by the 19 th National Congress of the Communist Party of China based on the realistic needs of China's "deciding to build a well-off society in an all-round way and building a major historical task of building a socialist modernized country." It intends to focus on solving the current major difficulties in unbalanced development between urban and rural areas and inadequate rural development,and to lead and deepen the reform and development of China's "three rural" work in the new era.In 2018,the Central Document No.1 comprehensively explained the overall objectives,main tasks and specific strategies of the rural revitalization strategy,and made a new comprehensive deployment of the long-term development of rural grassroots governance in the new era,in order to further effectively solve the inherent problems of rural grassroots governance.The rural revitalization strategy also provides a clear,effective and durable solution to these problems.From the perspective of rural revitalization,this paper explores and analyzes the main problems existing in the current rural grassroots governance development,and proposes corresponding solutions.It has important theoretical and practical significance for realizing the modernization of rural grassroots governance and further promoting the modernization of state governance.Based on the deployment and realistic requirements of the rural revitalization strategy,this paper specifically studies the sustainable development of rural grassroots governance.Specifically,the paper starts with the basic concepts and theoretical foundations of rural grassroots governance in China and the interactive logical relationship between rural revitalization and rural grassroots governance in the context of rural revitalization strategy.From the ideological and conceptual misunderstanding of rural grassroots governance,the governance structure and systems are not sound enough.In the aspects of perfection,serious behavioral misconduct in the process of governance,and weak sense of peasants in the grassroots governance,this paper analyzes the outstanding problems in the current rural grassroots governance in China,and is deeply entrenched from traditional values,the relevant legal system is not perfect,and the internal tradition is the inertia of governance and the imbalance of economic and social development are not sufficient to analyze the causes of the above problems.On this basis,the thesis explores the objective requirements and basic principles of rural grassroots governance in China under the background of rural revitalization strategy,and specifically discusses the effective path to promote rural grassroots governance,that is,to establish a modern village governance concept,provide correct value guidance for governance,secondly,reshape the main body of rural grassroots governance,improve the governance effectiveness of multi-subjects,thirdly,transform rural grassroots governance,realize the transformation of governance from traditional to modern,and fourth,innovate rural grassroots governance mechanisms to promote governance from “fragmentation” to overall governance.
