Research On Illegal Fund-raising Crimes In Rural Areas

Since the reform and opening up,as China's economic system has shifted from a planned economy to a market economy,small and medium-sized enterprises and township and village enterprises have flourished,the market has become more energetic,and economic development has achieved remarkable acmplishment.Along with the rapid development of the economy,crimes in the economic field have also emerged.Among them,especially the illegal illegal fund-raising crimes that have grown rapidly since 2010 are the most prominent.Under the continuous development of China's overall economy and the support of a series of favorable agricultural policies and rural development strategies in recent years,the income of farmers has been increasing,but the investment channels are extremely limited,and the “spare money” in the hands of farmers has gradually increased.In this context,illegal fund-raising crimes have begun to spread to the countryside and are showing a growing trend.The illegal fund-raising crimes in rural areas not only disturb the rural economic order,damage the vital interests of the peasants,hinder the realization of the strategic goals of rural revitalization,but also easily lead to mass incidents and secondary crimes.Therefore,how to better prevent rural illegal fund-raising crimes is an urgent issue to be studied.By consulting relevant literature and summarizing the cases of illegal fund-raising crimes that have occurred in recent years,the author recognizes that the number of illegal fund-raising crimes in rural areas has increased year by year and has shown that the amount involved is huge,the criminal means are diversified,the time span is long,and the number of people involved is large.It is difficult to crack down,difficult to identify in the judiciary,and easy to induce secondary crime.Through the analysis of the status and characteristics of illegal fund-raising crimes in rural areas,and the criminal triangle model of daily activity theory as the theoretical framework,the current spread of illegal fund-raising crimes in rural areas of China is the inherent drawback of China's financial system,and the legal system is imperfect.The special social environment in rural areas,the peasants' own defects and the government's lack of rural management and supervision.For these reasons,this paper puts forward specific measures to prevent and control illegal crimes in rural areas from the aspects of comprehensive management,formation of three-dimensional prevention and control system,strict crackdown on crime,strengthening prevention and control,improving service level,improving supervision and realizing effective control.And from this,the occurrence of illegal fund-raising crimes is the result of a combination of fundraiser,fund-raising participants,and environmental factors.In the criminal environment composed of the above factors,the overall control of the triangular crime factors is strengthen.Thereby reducing the incidence of illegal fund-raising crimes in rural areas and ensuring harmony and stability in rural areas.
