| Since the 18 th National Congress of the Communist Party of China,the central government has talked about the business environment many times in comprehensive deepening reform and innovating system and mechanism.Premier Li Keqiang put forward the reform requirements of streamline administration and delegate power,improve regulation,and upgrade services in the national teleconference on promoting the reform of government functions in 2016,and further deepened them in the report on government work in 2016.In 2017,Premier Li Keqiang made the important judgment of " business environment is productivity" at the national teleconference on deepening the reform of " streamline administration and delegate power,improve regulation,and upgrade services ".It is not difficult to see that the construction of business environment has become a new content and new means of government governance.Recently,under the guidance of the policies of the central government,the construction of the business environment has become a new horizon for governments and a nationwide upsurge of optimizing the business environment has been set off.In September 2018,when General Secretary Xi Jinping visited the northeast region and presided over the symposium on deepening the revitalization of the northeast,he put forward six requirements for deepening the revitalization of the northeast.The first one is to comprehensively deepen the reform based on optimizing the business environment.Northeast region should strengthen confidence in reform,make great efforts in planning ideas for regional reform and development,solve outstanding contradictions and stimulate the vitality of grassroots reform and innovation.As an important administrative unit connecting the preceding and the following,the level of business environment construction by county level government determines whether the last kilometer of the business environment can be opened up,which plays an important role in the optimization of the national business environment and economic development.Therefore,this paper focuses the research perspective on the process of optimizing the county business environment by the county-level government of Jilin Province,which is divided into five chapters to analyze.The first chapter elaborates the relevant concepts and theoretical basis of county-level government optimizating county-level business environment,and systematically expounds the optimization objectives and measurement elements of county-level business environment.In the second chapter,through the comparative analysis of the business environment of Jilin province's counties inside and outside the province,the level of the county business environment in Jilin province in the whole country and the horizontal differences in the county are clarified.The comparison outside the province adopts the existing two reports on the evaluation of the domestic county business environment.At present,lacking of horizontal comparison of the county business environment in Jilin province,based on the optimization objectives and measurement elements of the county business environment,this paper designs an evaluation system including 27 indexes from the two dimensions of hard business environment and soft business environment,selects the public data from Jilin statistical yearbook 2018 and government websites,and uses SPSS 25.0 to carry out factor analysis on the business environment attraction of 39 counties and cities in Jilin province to obtain the scores and rankings of 39 counties and cities in hard business environment,soft business environment and overall business environment.The third chapter introduces the organizational setup of the county-level government in Jilin province to optimize the business environment in the county area,which reflects the county-level government's emphasis on the construction of the business environment in terms of organization and leadership.Based on the analysis results in chapter two,the measures and effects of the representative counties and cities to optimize the business environment in 2018 are summarized.The fourth chapter,based on the measurement elements of the county business environment,analyzes the following problems in optimizing the county business environment of Jilin province from a microscopic point of view: the lack of economic growth power and the limited stimulating effect of the county government on the market vitality;the government's awareness of publicity is weak and the channels for obtaining government information are single;the efficiency of government service needs to be improved and the institutional transaction cost is relatively high;the county-level government has insufficient financial resources and little support for science and technology and talents.And attempts to analyze the causes of the above problems,mainly in four aspects: county-level governments have limited power and unclear functional orientation in optimizing the business environment;the contractual spirit of government departments is insufficient and the sense of service responsibility needs to be strengthened;the integration of preferential policies for enterprises involved is not in place,and the publicity of talent introduction policies is insufficient;lack of quantitative assessment of the current business environment.The fifth chapter puts forward the following suggestions for the county-level government of Jilin Province to optimize the county-level business environment from the two dimensions of optimizing the hard and soft business environment: fully tap regional advantages,encourage private economy and develop advantageous industries;give full play to the leading role of county-level governments and attach importance to the assessment of the business environment;building pro-Qing business relations,improving the efficiency of government services and reducing institutional transaction costs;strict implementation of tax and fee reduction,encourage scientific and technological innovation,enhance the attractiveness of the policy. |
