Study On The Current Situation And Countermeasures Of Land Law Enforcement Supervision In Hohhot

As the foundation of people’s livelihood,land is a scarce and non-renewable resource,and it plays a"foundation"role in the comprehensive,coordinated and sustainable development of China’s economic,political,cultural,socialandecologicalcivilization.Withtheaccelerationof industrialization and urbanization in China,local governments are constantly attracting investment for the development of the region’s economy,and the demand for land for various types of projects is constantly expanding.The imbalance between supply and demand causes land violations to occur.Therefore,it is urgent and important to study the situation of land law violation and enhance the effectiveness of land law enforcement supervision to effectively stop and punish illegal acts^[1].On the basis of reading a large number of references,this paper summarizes the contents and characteristics of land law enforcement supervision,systematically combs out the relevant theories of land law enforcement supervision,and combines the current situation in foreign countries and other provinces.Using such research methods as field investigation,literature research,comparative analysis,spatial analysis,factor analysis,an in-depth analysis of the current situation and regulatory mechanism of land law enforcement supervision in Hohhot,the research area,was carried out.This article expounds the main body and organization of the investigation and punishment of illegal land use in cities and counties,the construction of the land law enforcement team at the grassroots level,the work flow of the investigation and treatment of illegal land cases and the problems that are likely to appear in them,and the main methods of land law enforcement supervision.This paper makes use of ArcGIS software,combining with the actual area of the research,to analyze the spatial change of the data of the law enforcement inspection of the land health film from 2010 to 2017.The results of spatial change analysis show that Tummett Left Banner is an area with a large number of illegal residences and a large area in Hohhot,and the phenomenon of illegal land use is more serious;Key projects of the state and autonomous regions,projects and infrastructure for people’s livelihood,and land for one house and one house.As well as the number of illegal places for illegal construction,the middle area of Huimin District,Yuquan District,Saihan District,Xincheng District and Tummett Left Banner are more serious.Wuchuan County,Qingshui River County,Horinger County,and Togtoh County are characterized by lighter illegal land use on both sides of the area.The formation of these spatial characteristics is related to the high degree of social and economic development,high population density,high demand for infrastructure,high demand for residential land,and the temptation to illegally obtain economic benefits.This paper uses SPSS software to evaluate the effectiveness of land law enforcement supervision in Hohhot,the research area.The evaluation results show that the seven main factors that affect the effectiveness of land law enforcement supervision are:dynamic inspection discovery rate,number of law enforcement supervision personnel,number of law enforcement supervision vehicles,component approval rate,illegal share of private construction,government illegal share,and joint law enforcement times.The impact of the passing rate,case filing rate,court enforcement acceptance rate and the proposal of punishment was not obvious.At the end of this article,based on the quantitative analysis and evaluation results,the author deeply analyzes the problems existing in the land law enforcement supervision work in the research area.There are mainly:unreasonable staffing of law enforcement personnel,problems of law enforcement security,difficulties in investigating and handling cases involving illegal land use by the government,repeated restrictions on private land occupation driven by economic interests,imperfect relevant laws and regulations for land law enforcement,and the government’s failure to pay attention to the implementation of Land Management responsibilities.The system of law enforcement inspection and case punishment needs to be standardized,the awareness of the use of land according to law is weak,and the channels for discovering illegal clues are single.In view of the above problems,this paper puts forward the countermeasures and suggestions for optimizing the operation mechanism of land law enforcement supervision.The following measures must be taken:strengthening the construction of grassrootsteams,improvingthecapacityoflandlaw enforcement,implementingtheprincipalresponsibilitiesofthe government,exploring joint law enforcement models,clarifying the business accountability system,strengthening awareness of the use of land according to law,improving relevant laws and regulations,establishing and improving inspection networks,and broadening channels for the detection of illegal activities.Finally,the purpose of improving the land law enforcement effectiveness in the research area is realized.
