Each country has its own unique culture and art and precious intangible cultural heritage.These cultural heritages are not only the treasures of the wisdom of the entire nation,but also represent the unique culture of a country and is the most typical identity symbol of the nation.It is a difficult task for us to protect the intangible cultural heritage and make the symbol of national culture and the symbol of national identity last forever.With the acceleration of urbanization,the inheritance and development of the intangible cultural heritage of ethnic minorities are facing a severe situation.The traditional villages on which they are based have been seriously damaged,and many of the intangible cultural heritage of ethnic minorities are rapidly dying out.At the same time,the popularization of Chinese has made the national language correct.In the rapid loss,many of the non-material cultural heritage of ethnic minorities which rely on oral teaching disappeared with the disappearance of language.Under the change of modern life style,the aesthetic standards of the young people have changed,and they think that the intangible cultural heritage of ethnic minorities is backward and obsolete.Nowadays,with the rapid development of tourism,the tourism of ethnic villages has become an important means of developing rural economy,the traditional village villagers' way of life has been affected,and the inheritance of the intangible cultural heritage of ethnic minorities has evolved into a way of profit.There is also high-tech development that makes plagiarism and abuse easier,and many ethnic minorities have intangible cultural heritage.Plagiarism and abuse.In the face of many obstacles and the crisis of extinction,we must protect the intangible cultural heritage of ethnic minorities scientifically and reasonably from the legal point of view to ensure that it can be better inherited.Legal protection of intangible cultural heritage,in recent years both at home and abroad have more or less promulgated relevant policies,the community has also attached great importance to this aspect.The intangible cultural heritage of ethnic minorities bears the historical memory of a nation for hundreds or even thousands of years.It is a treasure recovered by people of all ethnic groups in the long river of history.It not only condenses the wisdom of the entire nation,but also serves as a source of sustainable development of a country.As far as our country is concerned,qiannan has many ethnic minority tribes,and the intangible cultural heritage left behind is not a few.However,the study on heritage protection in this area has been published,not to mention the protection of cultural heritage from the legal perspective.How to carry out the legal protection work scientifically according to the national characteristics of these intangible cultural heritage and the current legal system is one of the urgent problems.This paper takes Guizhou Qiannan Buyi and Miao autonomous prefecture as an example to analyze the unique and brilliant non-material cultural heritage of Guizhou Qiannan Buyi and Miao nationality.However,as of now,the state has not yet formulated a special legal system for intangible cultural heritage,and many systems are only partial local regulations made in the early stages.It is clear that it is difficult to achieve a better protection of cultural heritage simply by relying on the power of local laws and regulations.This paper finds out the problems through the Qiannan Buyi and Miao Autonomous Prefecture and puts forward the legal protection measures for the intangible cultural heritage of ethnic minorities.The topic is mainly based on the center of providing legal protection for intangible cultural heritage,combining the rules for defining intangible cultural heritage,and the practical significance of protecting each heritage,to further discuss the protection of ethnic minorities 'intangible cultural heritage in China today.There are also deficiencies and defects in the legal level.Taking Qiannan Buyi and Miao Autonomous Prefecture as an example,this paper analyzes the status quo of the legal protection system of intangible cultural heritage,including: the imperfection of the legal system,the failure of the legal protection system,the endangered intangible cultural heritage,and the lack of legal protection for the inheritors;Through the analysis,the following situations occurred during the protection of the intangible cultural heritage of ethnic minorities;In particular: during the protection of the intangible cultural heritage of ethnic minorities,there are practical problems and legal deficiencies;In combination with these two aspects,the author gives the following suggestions to enhance the effectiveness of legal protection of intangible cultural heritage,namely: starting from the actual situation,Legislation on Strengthening the Protection of Minority Non-material Cultural Heritage,Attaching Importance to the Implementation of Relevant Laws and Regulations on Minority Non-material Cultural Heritage.
