At present,China is in a period of rapid urban development,and the area of built-up areas is also expanding rapidly.In the past few decades,the government has formed a set of operation system which is guided by the concept of "managing city" and centered on the land market.This set of operation system has a significant impact on the city.On the one hand,real estate developers who pay for the land transaction fees make the price explicit through the real estate market.On the other hand,land transfer fees provide a large amount of funds for urban construction,affecting the level of public goods supply.As a livelihood issue,housing price and public goods supply are the symbiotic products of the practice mode of "managing cities" in China.This paper studies the comprehensive impact of these two factors on urban expansion,and provides useful analysis and exploration for promoting the rational expansion and the healthy growth of cities in China.This paper adopts the research method of combining qualitative analysis and quantitative analysis.In theory,this paper firstly introduces the theoretical basis of the impact of housing prices and public goods supply on urban land expansion,and then elaborates the mechanism of the impact of housing prices and public goods supply on urban land expansion.Housing prices effect urban expansion through three paths:maximizing demand-side benefits,minimizing supply-side costs and high dependence of local governments on land finance.The supply of public goods effects urban expansion through economic growth,industrial agglomeration and industrial upgrading.In addition,the supply of public goods will also capitalize the market value of real estate,and it have an impact on housing prices.In empirical aspect,this paper uses panel data of 255 cities in China from 2006 to 2017.This paper divides the supply of public goods into infrastructure public goods,humanistic public goods and public health and ecological public goods,and selects nine groups of indicators in the fields of energy,transportation,urban construction,medical treatment,health,education,ecology and public health.This paper first constructs a basic empirical model,adds the interactive items of public goods and housing prices on the basis of the basic empirical model,establishes a second empirical model,and uses two models to conduct empirical tests on national samples and regional samples.This paper draws the following conclusions:First,from the national level,rising house prices play a significant role in promoting urban land expansion in China.Among the nine groups of public goods,apart from the negative correlation between the number of books owned byevery 10,000 people in the cultural field and urban expansion,the other public goods play a significant role in promoting urban land expansion.The increase in the supply level of infrastructure public goods,public health and ecological public goods has strengthened the role of housing prices in promoting urban expansion.The increase in the supply of public goods in the human environment has weakened the role of housing prices in promoting urban expansion.Sencondly,from a regional perspective,housing price increases in the eastern,central and western regions have contributed to urban expansion,with the western region being the strongest and the central region weaker.Due to the different conditions in the eastern,central and western regions,the impact of nine public goods indicators on urban expansion is also different.In general,the increase in the supply of public goods in the eastern region has the strongest driving effect on urban expansion.The improvement of the supply level of infrastructure public goods in the eastern,central and western regions will enhance the role of housing prices in promoting urban expansion.The increase in the supply of public goods in the human environment will weaken the role of housing prices in promoting urban expansion,with the eastern part being the most obvious.The increase in the supply level of public health and ecological environment public goods in the central and western regions strengthens the role of housing prices in promoting urban land expansion.The research results of this paper have important significance for promoting the rational expansion and the healthy development of cities.The paper concludes with suggestions on housing prices,public goods supply,and urban expansion.The government should take measures from various aspects to curb the excessive rise in housing prices.Local governments should adopt appropriate adjustments based on national policies to coordinate real estate development with urban expansion.The government should continue to increase the supply of public goods and improve the public goods supply system.All localities optimize the public goods supply structure according to their actual conditions.The government must carry out reasonable urban planning and strengthen the coordinated development of people and land in urban expansion.
