Research On The Impact Of Administrative Approval System Reform On Government Performance

As an important institutional arrangement of administrative system reform in China,the reform of administrative examination and approval system aims to promote government administrative efficiency and performance level by repositioning the role of government and clarifying the relationship between government,market and society under the market economy system.Based on the panel data of Chinese 15 sub-provincial cities from 2001 to 2015,this paper explores the impact of the reform of administrative examination and approval system on government scale,government transparency,administrative normative and government management efficiency from the perspective of transaction cost and principal-agent theory.The study found that the reform of the administrative examination and approval system can improve the government performance to a certain extent.It has different degrees of influence on dimensions of government performance such as government scale,government transparency,administrative norms and government management benefits:(1)The reduction of administrative examination and approval matters can reduce the scale of government and improve the efficiency of government management to some extent,but has no obvious positive impact on government transparency and administrative norms.(2)The establishment of the Administrative Service Center has achieved remarkable results in reducing the size of the government,improving the transparency of the government,and promoting the eff-iciency of government management.However,the positive effect on administrative norms has not been reflected,which indicates that the mode of administrative examination and approval should be innovated timely in addition to the reduction and decentralization of administrative examination and approval matters.(3)The impact of the reform of administrative examination and approval system on government performance has a significant time effect,and the impact of reform on various dimensions of government performance is inconsistent.Therefore,this paper proposes that we should gradually change the traditional concept of reducing the "quantity"aspect of administrative examination and approval matters as the focus of reform,improve and perfect the restraint mechanism and participation mechanism,and avoid the agency problems and moral hazard in the process of reform.Meanwhile,we should improve the top-level design of the reform of administrative examination and approval system,standardize the use of discretionary power of administrative examination and approval,and take the transformation of government functions as the guide to achieve a virtuous circle between top-level design,process control and result-oriented.
