Civil servant organization citizenship behavior is an important manifestation of building a "service-oriented government".The formation of civil servant organization citizenship behavior is influenced by the culture of administrative organization.Using stratified sampling method,323 civil servants from J County,County and Township of Gansu Province were taken as research objects to explore the influence of organizational administrative culture on civil servant organizational citizenship behavior.Based on the theory of social cognition,the administrative organization culture is the independent variable,the civil servant organizational citizenship behavior is the dependent variable,the public service motivation is the mediator variable,and the responsibility consciousness is the hypothesis model for the adjustment variables.Data analysis was performed using Mplus7 and SPSS20.0 statistical software,and the hypothesis was verified.The results show that the administrative organization culture has a significant impact on civil servant organizational citizenship behavior;organizational citizenship behavior is positively related to collectivism,organizational citizenship behavior is positively related to power distance;administrative organization culture has significant influence on public service motivation;public service motivation and collective Is positively related,public service motivation is positively related to power distance;public service motivation has partial mediation effect between administrative organization culture and civil servant organizational citizenship behavior,mediation effect accounts for 41.7% of the total effect;in addition,public service motivation and silence The negative correlation of propensity has not been verified;the negative correlation between civil servant organizational citizenship behavior and silence tendency has not been verified;the regulatory effect of responsibility consciousness between public service motivation and civil servant organizational citizenship behavior has not been verified.Based on the above data analysis results,four practical suggestions are proposed from the perspective of variables: First,build a good administrative organization culture,pay attention to the creation of organizational atmosphere,reduce harmful silence in organizations,encourage civil servants to actively contribute,and support subordinates to a certain extent.Interactive communication,reducing the distance of power,promoting the progress and development of grassroots civil servants;Secondly,improving the public service motivation awareness of public officials,it is necessary to start from all dimensions,and incorporate public service motivation assessment into the evaluation and training system of public servants,thus stimulating their service motivation.Consciousness;once again,public sector leaders should lead by example,using material incentives and spiritual incentives to stimulate the organizational citizenship behavior of public servants;finally,to enhance the sense of responsibility of civil servants,it is necessary to adopt a differentiated approach to civil servants in different mental states to encourage grassroots civil servants.Dare to take responsibility and be responsible,the leaders must be tolerant of the problems that arise in the work.
