Research On Drug Transport Crime In Civil Aviation In China

Drug transport crime in civil aviation has a high incidence and diversified forms,often showing a chain-like development.Transport behavior is the necessary link of drug crime.Aircraft's rapidity makes it the preferred mode of drug transportation.Its criminal forms are not only drug hiding in the body,air cargo mail and so on,but also occurring in special groups.Drug crimes are carried out by evading on-site investigation and other means.Drug-related crimes in civil aviation have the characteristics of strong concealment,low transportation cost and huge quantity of drugs.Drug-related criminals also have strong anti-investigation ability,which makes the prevention and control of drug-related crimes in civil aviation more challenging.The research on drug transport crime in civil aviation field in China can be carried out from many aspects.This paper focuses on the prevention and control countermeasures.There are still some problems in the prevention and control of drug trafficking crimes in civil aviation.There are still some deficiencies in relevant laws and regulations.Although there are many kinds of relevant laws and regulations,they have not formed a specialized and systematic legal system.There are also some difficulties in the supervision measures of aviation logistics,such as lax enforcement of law,lagging means of drug detection at airports,lack of specialization of anti-drug teams,and lack of cooperation mechanism in investigation.It is urgent to improve the prevention and control measures of drug-related crimes in civil aviation.Therefore,it is necessary to constantly improve the relevant laws and regulations of civil aviation,establish and improve the relevant legal system,strengthen the supervision of aviation logistics,improve the ability of airport investigation and seizure,build a professional anti-drug team at airports,strengthen anti-drug propaganda and education and international anti-drug exchanges and cooperation,improve the investigation and cooperation mechanism,so as to effectively curb drug trafficking crimes in civil aviation and build a comprehensive anti-drug air defence line.Combining various means of prevention and control will provide strong guarantee for combating drug-related crimes in civil aviation and contribute to more effective prevention and control of drug-related crimes in civil aviation.
