Optimizing Of Urban And Rural Integrated Public Service In Wuxi City

Dual structure between urban and rural areas of our country has formed before the reform and opening-up.After the reform and opening-up,There is an emphasis on the development strategy for the minority to get rich first,which further expanded the differences between urban and rural areas.This long-term result is not only a prominent contradiction in the economic structure of developing countries,but also an important reason for the relative poverty and backwardness of developing countries.China's urban-rural dual economy began to form and gradually expanded in the early days of the founding of China.Therefore,the road of urban-rural integration in China is long and arduous.It is urgent to explore suitable rural development in China.We will effectively solve the problems of agriculture,rural areas and farmers.Wuxi city since 2012,in terms of the integration of public services in urban and rural areas,carried out various trial and research,and constantly increase the integration of public services in urban and rural areas,but in the process of implementation,still appeared the talent shortage,weak infrastructure and social welfare problems such as imbalance,rural industry positioning inaccurate.This article is based on the strategic task of "to accelerate urban and rural integration" in the 18 th National Congress of the Communist Party of China,and the strategic task of "insufficient development not balanced problem" in the 19 th National Congress of the Communist Party of China.As the background of urban and ruralintegration policies and has a pilot implementation of public services in urban and rural areas In Wuxi,put forward the construction of public service in promoting urban and rural economic and social comprehensive,Based on the current situation,differences and characteristics of urban and rural development,this paper puts forward some countermeasures to optimize the urban-rural integration from the perspective of public service.Mainly thronging the comparison of the development degree of the urban-rural integration level in Wuxi city and the surrounding cities.Analyze the defects in the project,Put forward suggestions to optimize the construction of urban and rural integrated public service in Wuxi city.Provide the government with a certain scientific decision-making basis,to help the overall development of urban and rural areas and the improvement of urban comprehensive force.The structure of the thesis is divided into three parts.First of all,we combed the relevant theories about urban and rural development at home and abroad,and tried to find the appearance and root cause of the difference between urban and rural areas.Through the comparison of literature and theory at home and abroad,the difference between urban and rural development is mainly manifested in the imbalance in the development of agriculture and industry.For the discussion and treatment of the relationship between the two,the integration of urban and rural areas in China is mainly to solve the problem of issues relating to agriculture,rural areas,and rural people,which has certain reference significance.This section focuses on the second chapter of the article;Secondly,through the introduction of Wuxi in the process of integration of urban and rural development,The process of public service construction,basic situation,achievements and questionnaire survey results,in order to analyze the problems existing in the process.Found in the process,the construction of the integration of urban and rural integration in Wuxi city mainly faced with lack of professional talents,the construction of infrastructure funding gap big,the construction of public service is not balanced,the low degree of agricultural modernization,and don't form a complete set of policy system,fund issue such as difference of guide force,that part of the content is embodied in the text of the thirdand fourth chapter two;Finally,through the accurate positioning of urban and rural development pattern,deepening system reform,rational allocation of resources and other public service aspects,the article puts forward the optimization countermeasures of the urban and rural integration of Wuxi city in the construction of public service,which is the fifth unit in the article.
