In the 40 years of China's reform and opening up,the principle of “giving priority to efficiency and taking into account fairness” and the establishment of a market economy system have promoted China's economic growth and achieved remarkable results.Although the “Chinese speed” of economic growth has improved people's living standards to some extent,the corresponding national welfare has not been generally improved.The main manifestations of coordinated development in urban and rural areas are uneven distribution of income among urban and rural residents,unequal benefits enjoyed by urban and rural residents,the widening gap between the rich and the poor,and rural economic and social development still lagging behind cities.With the development and progress of the social economy,rural residents are increasingly pressing for public services that involve their own basic rights and interests such as medical care,education,and social security.If these basic issues are not effectively solved,it will be detrimental to the stability and development of the rural economy and society,leading to more prominent problems of urban-rural inharmoniousness and even impeding the process of building a well-off society in China.The problem of equalization between urban and rural development and the equalization of public services has always been the focus of academic research.However,academic research on the equalization of public services to achieve coordinated development between urban and rural areas has not yet been systematically studied.The important reason is that for the connotation of the coordinated development of urban and rural areas,the current academic circles have very few clear definitions on their connotations,because many scholars have studied the coordinated development of urban and rural areas in the integration of urban and rural areas,urban and rural areas,and other studies.In this paper,through combing scholars' theoretical research on the coordinated development of urban and rural areas,the core of the connotation of the coordinated development of urban and rural areas is extracted,and the internal logical relationship between the coordinated development of urban and rural areas and the equalization of public services is attempted,and it is concluded that the equalization of public services is to realize the coordinated development of urban and rural areas.The important path,on this basis,proposes to realize the equalization path for urban and rural public services.This paper can be divided into four chapters:The first chapter: The core concepts and related theories.First of all,the academic community will sort out the connotation research of coordinated urban-rural development and equalization of public services.On this basis,it will clarify the core of the harmonized development of urban and rural areas and the equalization of public services.The theory of common needs of Marx and Engels and the theory of government functions are the theoretical basis.The second chapter: Demonstrate the logical relationship between the coordinated development of urban and rural areas and the equalization of public services.The focus of coordinated urban and rural development is the coordinated development of urban and rural economy and society.The coordinated development of urban and rural economies lies in narrowing the urban-rural income gap.The coordinated development of urban and rural communities lies in narrowing the urban-rural welfare gap.Equalization of public services' income distribution effect and social welfare effect are in harmony with the coordinated development of urban and rural economy and society.The third chapter: The dilemma of coordinated urban-rural development lies in the unequalization of public services.The unequal distribution of urban and rural education,the uneven distribution of urban and rural health care resources,and the disparity between urban and rural social security are cited as examples to illustrate the unequal public service delivery in urban and rural areas.On this basis,the reasons for the unequalization of public services in the coordinated development of urban and rural areas are explained from the perspective of the dual system of urban and rural areas,the pressure for the transformation of government functions,the single public supply,and the absence of public service law.The fourth chapter: Equalization of public services is the path to achieving coordinated urban-rural development.To achieve the equalization of public services in urban and rural areas.The path of equalization of public services is discussed from the institutional level,the government level,the supply level,and the rule of law level.At the institutional level,the reform of the household registration system and public service system is promoted;at the government level,public service-oriented government is established;at the supply level,innovative supply models are provided;at the legal level,public service legal and evaluation systems are improved.
