Analysis On The Prevention And Control Of Public Security Risks For Civilian Unmanned Aircraft

In recent years,with the continuous development and progress of the uav industry,many technology enterprises have turned their attention to the application of civil uav.In foreign countries,Google,amazon,Facebook and other technology giants are taking over the drone market.The domestic uav research and development enterprise,such as DJI-Innovations,Ehang,Zerotech and Xaircraft,is also booming.With the reduction of manufacturing cost and the continuous upgrading of technology,civilian uav has been widely used in the field of power inspection,aerial photography,environmental monitoring,wildlife protection,news reporting,information data collection and emergency relief,which shows the trend of "development in the whole field".But the development of technology is a double-edged sword.As the civil uav continues to grow in popularity in the daily life,the public security problem caused by civil uav is becoming apparent.The current administration system in our country is not enough to deal with the negative effects of civilian drones on society.Therefore,in the field of public security management,we should introduce relevant measures and formulate relevant norms in advance,so as to prepare for the prevention work in advance and ensure the stability of social security management order.This paper will focus on the present situation of civil uav security management in our country,analyze the existing problems and loopholes in the public security supervision system of civilian drones,and put forward corresponding countermeasures and suggestions for the problems and shortcomings in the management process,which are divided into the following four parts:The first part mainly introduces the related background problems of uav technology,namely,the definition and analysis of the concept of uav and uav system,the difference between uav and aircraft model and the classification of civil uav.Then this chapter will introduce the main characteristics of civil uav,which are wide application field,multiple device system and high probability of accidents.The main features of civilian uav are hidden behind huge public security risks.First,with the reduction of manufacturing cost and entry threshold,civil uav is not only gradually popularized in the national scope,but also widely used in the field of application.The popularization of this technology has magnified the public security risk of civilian uav.Second,the device system of civilian uav is becoming more and more diversified.These device system technology provides great convenience for the implementation of illegal behaviors of some criminals,and it has a complex negative impact on public security management.Third,compared with the traditional manned aircraft,the fault probability and falling probability of civilian uav is higher,so the security risk has certain feasibility.The second part will focus on the social security issue that is easily initiated by civil uav.At present,the main adverse effect of civilian drones on domestic public security is to interfere with the normal landing and landing of aircraft,but in addition,the uav is also used for aerial photography of military facilities and daily life of citizens,which seriously violates military secrets and private citizens' privacy.In addition,the use of drones for drug trafficking in foreign countries needs to arouse the vigilance of the domestic society.The third part will focus on analyzing the main reasons for the civil drone security case.In the process of specific discussion,this paper will combine the current laws and regulations of civil uav security management in our country,and by reviewing these laws and regulations,we can find the problems and loopholes in thepublic security management of civilian drones,mainly including the reasons of government supervision system,legal provisions system and personal factors of uav users,and analyze these reasons is beneficial to discuss the construction of public security management system in chapter iv.The fourth part will put forward practical and feasible improvement plan for the public security risk of civil uav.The first is to determine the construction idea of civil uav security management system,"the healthy development of civil uav technology" should be the general idea of management system.The second is to put forward specific measures for the security risk of civil uav,further improve the security management system of civil uav in three ways,which are the public security supervision legal system,government supervision and management system,the comprehensive quality of uav users.In the meantime,we think it's necessary to further improve the plurality of civil uav's administrator,and establish the common management system of the industry association and government departments.
