Research On Perfection Of "Mass Election" Mode In Village Committees Of Qingpu District In Shanghai

The election of rural village committees plays an important role in the construction of political civilization in our country.It is directly related to the implementation of democratic rights as the masters of the majority of the people,the foundation of the party's governing and the consolidation of state power,and the overall situation of rural reform in development and stabilization.Democratic election is the starting point of villager autonomy and an important guarantee for the sound operation and harmonious development of rural society."Mass election" marks a breakthrough in the quality of villagers 'self-government,expresses the desire of Chinese peasants for their freedom and democratic rights,and demonstrates the peasants' ability to have a rational choice and the power of political development in China.Since 2006,Qingpu District adopted the "mass election" approach.After four consecutive explorations and innovations,it has consolidated the "mass election" model and achieved gratifying results,playing an exemplary role in the election of the village committee of Shanghai Municipality.However,from a rational perspective,some problems have also been exposed.How to optimize the "mass election" model and better promote the peasants' participation in the management of social affairs at the grass-roots level and safeguard the grassroots democratic rights deserve further consideration and resolution.In this paper,Qingpu District village "mass election" as a case study,first of all,"mass election" 's background and significance,"mass election" literature research results,the main research content and research methods.After that,we explain the core concepts of "mass election" and "villager autonomy".And then combing the historical evolution and status quo of the general election of village committees in Qingpu District,analyzing the main problems encountered in the "mass election" of the village committees in Qingpu District,namely the scattered votes caused by the uncertainties of candidates and the difficulty in ensuring the election of women;The problem of unfair election for canvassing and canvassing;the polarization of the organization and the omission;the failure of the electoral staff to execute the program and so on.The main reason for this paper is that the relevant laws and regulations are unreasonable and imperfect;The government and the village committee and the village "two committees" has not straight out their relationship.However,voters and voters often choose to bribe for economic reasons.By comparing the practice of "mass election" by village committees in other parts of the country,it is found that "self-recommended mass election" has the advantages of reducing election costs,concentrating on election objectives and regulating orderly competition.Accordingly,Selections and suggestions of "mass election".This paper argues that the model of "mass election" in Qingpu District should be perfected from institutional,organizational and operational levels in order to provide reference for the election of village committees in local governments and to provide available experiences for conducting direct and democratic elections at a higher level in the future.Look forward to with the election laws and regulations more perfect organizational security more powerful,more standardized operation,through continuous exploration and practice,the village committee elections will become more mature.
