Research On Operating Logic Of Grass-roots Deliberative Democracy

Deliberations of Grass-roots,government,NPC,CPPCC,people's organizations,political parties,social organizations and soon makeupthe deliberative democracy of socialism with Chinese characteristics.The deliberative democracy of socialism with Chinese characteristics roots in China 's history and reality.The concrete consultation practice has produced rich experience and theory,such as the construction of the "Three-Three" System in Shanxi-Gansu-Ningxia Revolutionary Base Areas and the holding of First Session of the Chinese People's Political Deliberative Conference.The historical form of deliberative democracy in grass-roots level is deeply hided in these consultations.After China carried out reform and open policy,China's grass-roots society has been facing more and more problems which grass-roots deliberative democracy can solve them by using effective ways.Therefore,the historical experience of grass-roots deliberative democracy will provide a good reference for its kind,then promoting its effectiveness had established in solving social problems at the grassroots level.Different areas made much innovation in specific operation mode after bringing the grass-roots deliberative democracy into force,but the common ground is the back support of the current grass-roots political power system.The current grass-roots political power system is providing legitimacy and material resources to grass-roots deliberative democracy.Thus,Clarifying the relationship between grass-roots deliberative democracy and grass-roots political power system clearly is the breakthrough point of this paper includes horizontal grass-roots party committee,government,CPPCC,People 's Congress and Discipline Inspection Commission;or vertical village community party organization,mass self-government organization and individual.Through the clarity of these relations,one can draw the shortcomings of the operating mechanism,and then putting forward the corresponding measures to improve.The main contents as follows:Part 1: Introduction.Including background and significance,research status,research methods,research ideas and related theoretical overview and concept definition.Part 2: Historical evolution and real samples of grass-roots deliberative democracy.Including forms in the New Democratic Revolution Period,the transforming period of New Democracy to Socialism,the Cultural Revolution Period and Reform and Opening Up Period.The samples are “Democratic Association” in Wenling,Zhejiang,“Four Kinds of Democracy” in Wuhan and “Community Meeting House” in Dongcheng District,Beijing.Part 3: Operating subjects of deliberative democracy at the grass-roots units.The operating subjects includes: grass-level Party organizations,grassroots deliberative institutions,grassroots administrative institutions,grassroots autonomous institutions,the grassroots and social organizations,etc.Part 4: The analysis of operating structure of grassroots deliberative democracy,which includes horizontal and vertical structures.Part 5: The analysis of operating situation of grassroots deliberative democracy,in which the validity,omission,and tendency of operation are included.Part 6: The analysis of paths of improving operating mechanism of grassroots deliberative democracy,which includes the optimization of subjects,structures and institutions,etc.
