Discipline inspection and supervision is an important part of the system of party building and state governance,it plays an important role in the political and economic construction of the party and country,in conditions of the new history,with the deepening of comprehensive reform,party conduct of clean government construction and fight against corruption involve more and more fields,discipline inspection and supervision is becoming more and more professional,the requirements for discipline inspection cadres are more and more strict.The 19 th National Congress of the Communist Party of China Make an important deployment about Deepening the Reform of the State Supervision System,the 30 th Session of the Standing Committee of the Twelfth National People's Congress voted and adopted a resolution about put into force National supervision system reform pilot in nationwide,the key and difficult points of the reform are institution setting,personnel transfer and authorized strength transfer,it is very important to build a good team of discipline inspection and supervision cadres.Facing the new situation,new tasks and new requirements,how to build a loyal,clean and responsible iron army of discipline has become a new subject with making epochal epochmaking.This article is based on this new historical period,combine new times characteristic and practice requirement,take important reports and documents since the 19 th National Congress of the Communist Party of China,it is supported by the public management theory,take D city of LiaoNing as an example.Based on the analysis of the basic situation of discipline inspection and supervision cadres in D city,questionnaire and interview were conducted for the cadres of discipline inspection and supervision organs in D city,a questionnaire survey and interview were conducted for the cadres of discipline inspection and supervision organs in D city,such as insufficient personnel allocation,unreasonable team structure,unimproved professional ability and quality,high work pressure and lack of working motivation,as well as the problems existing in the violation of discipline and law by discipline inspection and supervision cadres,and analyzes the causes of the problems.At the same time,combined with the relevant theories of modern human resource management,this paper proposes practical,targeted and innovative solutions and approaches in the four aspects of selection and appointment mechanism,capacity development system,incentive mechanism,regulation and supervision.
