With the economic and social development in the past three decades,The defects and deficiencies in the traditional policing model are increasingly apparent.Auxiliary police has gradually become an important force and part of the auxiliary public security issues.The implementation of the auxiliary police system is an effective measure to solve the current and future serious shortage of police force.Auxiliary police force is an indispensable auxiliary force for public security agencies.In cities such as Paojiang New District where the economy has developed rapidly,there are many migrants from rest of China meanwhile serious lack of police force,the importance of the auxiliary police has become more prominent in the process of promoting the socialization of public security work.However,the status quo of the management of the Auxiliary Police Force is not optimistic.There are many deficiencies and problems in the management of Auxiliary Police which need to be improved,such as inadequate education and training,lack of management experience,etc.,which hindering the normal development of the public security's daily business and seriously affect the overall image of the public security organs.How to promote the professional construction of the auxiliary police force,improve the performance management capability of this team,and enhance the vitality and vitality of public security organs have become an important and urgent topics at this stage.This article takes the Paojiang Public Security Bureau of Shaoxing City as the case,to analyzes the present situation and existing problems of the performance management of the auxiliary police team,to combines the theoretical research and construction experience of the auxiliary police team management at home and abroad,and puts forward relative recommendations and suggestions.This paper mainly selects the auxiliary police of Paojiang Public Security Bureau of Shaoxing City as the case study,and explores the weak links in the current performance management program through literature research,actual observation,interviews and case analysis.A questionnaire survey was conducted which including 272 auxiliary police officers of the Paojiang Public Security Bureau in Shaoxing City in order to study and get better understanding of the performance management issues of the unit's auxiliary police team.Interviews were conducted with the auxiliary police and auxiliary police managers in 13 departments,divisions,institutes,and teams of the Paojiang Public Security Bureau of Shaoxing City.This article takes the Paojiang Public Security Bureau of Shaoxing City as an example to study the current situation of the performance management of the auxiliary police team.The issues of performance planning,performance coaching and communication,performance indicator design,performance appraisal,and performance feedback provide practical reference for the base of this article.The result of this study demonstrates that the Auxiliary Police Force has the following problems: First,lacking performance management process;second,the design of the auxiliary police performance assessment index is unreasonable;third,the performance assessment cycle is not uniform;and fourth,there is a certain limitation in the actual application of the assessment results.Fifth,the lack of communication and feedback links.Sixth,responsibility for performance management is entirely in the human resources department(political office).The solution should be taken to optimize the auxiliary police performance management system,and to explore a relatively reasonable performance management system.The use of optimized solutions will improve the effectiveness of the auxiliary police,improve the performance management capabilities of the auxiliary police,improve the performance management capabilities of the auxiliary police,and promote the realization of various objectives of the branch and sustainable development. |
