Community Team Party Building:The Innovative Practice Of Urban Grassroots Party Building

The innovation of the Party building in urban grassroots is an important way to build the city grass-roots party organization into a strong fighting fortress of the party in the city,the city has a complex and changeable social structure,which brings many challenges to the work of the Party building in urban grassroots.Since 2007,the J street in the M district of Shanghai has upheld the principle of where party members live and work,and where the party's work goes,constantly exploring and deepening the party building of the residential mass team(abbreviation for Team party building),which has carried on the bold innovation practice to the Party building in urban grassroots.Based on the use of archives,oral materials,as well as research and interviews with relevant staff,grass-roots party members and the masses,this paper focuses on the development of community teams based on the "Fun Edge" of J Street in Shanghai,this practice attracts community residents to join the community team according to their interests,while building team branches within these teams,and research on the innovative practice of Team party building.This flexible party building model has effectively improved the organization and activities of the Grassroots party organizations,achieved the goal of "where the masses are,where the party branch is," and effectively fills the lack of units in the grass-roots community governance.However,the research finds that there are still some problems in the innovative practice of the Team party building,such as the political function of the team is weak,the participation of personnel aging,the system construction is not standardized,the level of team development is mixed and so on.The reason for this is related to the composition of the residents of J Street community in the M district and the Team party building was founded at the beginning of the " Fun Edge",which is difficult to quantify the assessment.Hobbies these factors,which initially provided a practical basis for the establishment of the Team party building,have,to a certain extent,limited the normative development of the model.In order to solve this problem,this paper puts forward the optimization path for the further development of the Team party building,from the function,the participation subject,the system,and so on,hope to provide experience for promoting the practical innovation of the Party building in urban grassroots in the new period.
