During the initial period of the Reform and Opening-up,theory of the member recruitment for the Communist Party of China were built on the absorption of Marx,Engels,Lenin,Stalin,and Mao Zedong on the theory of cadre team building,combined with the actual situation of the cadres at that time,and adhered to the fruits of exploration and innovation from the practical point of view.As for this period of time,the party's successful experiences in the recruitment and employment have an important reference role and useful reference for the organization system and the reform of the cadre and personnel system in the new era.It is of great theoretical and practical significance for us to probe into the theory and practice of the recruitment and employment of the Communist Party of China in the early days of the Reform and Opening-up.On the basis of absorbing and learning from the existing research achievements in academic layer,author conducts a systematic analysis and investigation of the theory and practice of the recruitment and employment of the Communist Party of China in the early days of the Reform and Opening-up from these four aspects.Firstly,analyzes the main problems appearing of the cadre team in the beginning of the Reform and Opening-up.Secondly,expounds the theory of Chinese Communist Party's selection and employment in the early stage of the Reform and Opening-up.Thirdly,discuss the practice of Chinese Communist Party's recruit and employment in the early stage of the Reform and Opening-up.And last but not the least,analyzes the contemporary enlightenment of the Chinese Communist Party's selection and employment in the early stage of reform and opening up.During the beginning of the Reform and Opening-up,the PartyCentral Committee,with Deng Xiaoping as its core,ensured the smooth implementation of the reform and opening-up policy.In the recruitment of personnel standards,principles and ways to active the theoretical exploration,the Party has achieved fruitful results and formed a systematic theory of selecting and employing personnel.The criteria for the enrollment of its cadres are: highlighting the "four modernization" of cadres,working performance,social public opinion,high consciousness of reform,and practical ability.The principles of cadre selection are:adhere to the principle of combining virtue with talent and taking virtue as the first,adhering to the principle of collective succession,adhere to the principle of knowing others and using their strengths,adhere to the Principle of meritocracy,adhere to the Principle of recruiting people from all over the country,adhering to the Principle of combining "steps" and "breaking grids",as well as openness,equality,competition,and merit.Methods for cadre selection are the following: collective selection,education and training,post training and election from single appointment system to multiple choice systems.In the early period of the Reform and Opening-up,the CPC Central Committee carried out innovative practical exploration as well as theoretical exploration.which are as following respectively:strengthening the training and education of professional talents,adopting the direct distribution policy of college graduates,actively promoting the recruitment of young cadres,vigorously promoting scientific and technological talents,reusing intellectuals,abolishing the tenure of life,constructing the third echelon,and establishing a national civil service.The party's exploration and innovation in the system have provided the guarantee for the implementation of the theory of recruitment and employment in the initial period of the Reform and Opening-up.During the initial period of the Reform and Opening-up,the CPC Central Committee has made active exploration in the theory and practice of selecting and employing personnel,and formed a relatively systematictheory of cadre team construction.So far,there are still many references and lessons to be learned.The main points are as follows: selecting and employing cadres should pay attention to the political nature of cadres and control the "political barrier";pay attention to openness,fairness and democracy,and enhance the credibility of selecting and employing cadres;further improve the system of cadres' access,access and ability to go up and down;correctly treat cadres as young;adhere to and improve the cadre exchange system;and increase the strength of cadres' assessment and supervision.
