Research On Cooperative Governance Of "Multiple-plan Integration" Of Urban Space In Guiyang

Urban space is not a purely objective physical place,it has the political and social nature of social production.At present,with the rapid development of social productivity in China,the renewal speed and growth scale of cities are far faster than any previous era.In order to solve the long-standing "Multiple-plan" conflict in China's planning system,a bottom-up "Multiple-plan Integration" pilot exploration was launched by cities and counties in 2014,and "Multiple-plan Integration"has become an important means to reconstruct the spatial planning system and enhance the government's spatial governance capacity.Through the research and analysis of the coordinated management of Guiyang's urban space,we can see that although Guiyang has not been listed as one of the28 pilot cities in the country,Guiyang has also actively responded to the call of the central government and independently carried out the practical exploration of "Multiple-plan Integration" based on local reality,and Guiyang has made some achievements.However,combined with the theory of Cooperative Governance and other theoretical basis,it can still be seen that Guiyang's "Multiple-plan Integration" cooperative governance still has collaborative inertia,replacing the normalcooperative governance with sports governance,and it is difficult to reconcile the interest conflicts between information technology barriers and space authority,which is also the main obstacle in the promotion of Guiyang's "Multiple-plan Integration" cooperative governance.At the same time,due to the lack of humanistic awareness of spatial governance,the governance consciousness of government departments still stays at the level of instrumental rationality and government regulation,and other governance subjects outside government departments are absent in spatial governance,and the degree of public participation is not high,so the results of governance are difficult to reflect the consensus of the whole society.Based on the theory of cooperative governance,the theory of holistic government and the experience of some cities in China,this paper provides different perspectives and ideas from urban planning for optimizing and improving the reform of Multiple-plan Integration" in Guiyang.This paper is also at the time of space planning reform in China.The top-down transmission of planning system reform is bound to promote the "Multiple-plan Integration" coordinated governance of urban space in Guiyang City in the future.The transformation of public policy in urban and rural planning and the rise of human-oriented space consciousness will also make this subject standing at the intersection of disciplines have high research value in the long future.
