A Study On The Assembly Of People Of Kazakhstan

At present,under the historical background of vigorously implementing the “The Belt and Road”initiative in China,Kazakhstan,as a neighboring country,is the object we must focus on.In today’s Republic of Kazakhstan,there is a special state institution,the Assembly of the People of Kazakhstan,which is called “ Assembly”,but it is not a legislature,nor an executive branch of the central government of Kazakhstan,but a consultative and advisory body directly affiliated to the President of Kazakhstan with constitutional status.(Presidential Consultative Body);it is called "the people",but its main responsibilities are in Ethnic Affairs and dealing with ethnic relations;it directly belongs to the President,but the General Assembly elects nine deputies to become members of the House of Commons(Majilis),thus significantly improving the political status of the body...What is the purpose of setting up such a special state organ,what is its operating mechanism,and what is its specific effect,etc.,need to be further studied.From the perspective of structural and functional analysis,this study attempts to elaborate on the historical background,specific structure and function of the establishment of the Assembly of the People of Kazakhstan.,as well as its operation effect,based on the comparison of the main modes of the establishment of ethnic affairs institutions in various countries around the world.This study holds that the establishment of the Assembly of the People of Kazakhstan.aims at promoting harmonious ethnic relations,social tolerance and consolidating national unity.The reason why Kazakhstan belongs directly to the president of the country is mainly because Kazakhstan is a super-presidential country,whose authority is very high,which is conducive to enhancing its status and function in the national political system.In essence,as an advisory and consultative body,reserving a fixed number of places for it in the National Parliament not only helps to coordinate the ethnic affairs between the national legislature and the administrative organs,but also helps to promote the attention of all the national institutions to the ethnic affairs.Although some studies have shown that this effort of the Republic of Kazakhstan has not been successful,since the establishment of the Assembly of the People of Kazakhstan in 1995,Kazakhstan has been the country with the least ethnic contradictions among the five Central Asian countries.Although the Assembly of the People of Kazakhstan is not necessarily the main reason,it does play an important role in promoting national unity and building Kazakhstan’s citizenship.In short,in today’s world,there are many models for the establishment of ethnic affairs governing bodies.Whether the establishment of the Kazakh People’s Congress can become a separate model remains to be tested by history.As an important neighbouring country of Kazakhstan,the study of its ethnic affairs governance institutions needs to be further strengthened in the future.
