Study On The Optimization Of Governance Mode Of Characteristic Small Towns In Long Nan City Of Gan Su Province Under The Background Of New Urbanization

Characteristic town as the important carrier of the new urbanization construction,is to promote the new type of urbanization in China is an important measure and means,is to realize the reform of the supply side,integration of urban and rural development and breakthrough for the development of industry transformation and upgrading.However,in the process of development of characteristic towns,there are some problems,such as the lagging process of citizenization of agricultural population,unreasonable spatial distribution of urban construction,the destruction of natural environment,land urbanization faster than population urbanization,imperfect urban management mechanism,imperfect management services,and increasingly prominent problems of "urban disease".Based on this,the question of this paper is:how to govern the characteristic town? What governance models are needed? What are the problems with the existing governance model and in what areas should it be optimized?In Long Nan county west town in ode to the narrow culture keeping in good health and ecological resort town Kang county Yang dam as an example,reviewing the development of characteristic town,through interviews,questionnaires and negotiation of collaborative governance theory,social justice theory and growth pole theory as the theoretical basis,from the management rules of the system,management organization,capital security,distribution of power and responsibility,five aspects of industrial structure analysis of Long Nan city characteristics existing in the town of governance system is not perfect,imperfect organizations,insufficient funds safeguard,unclear responsibilities distribution,industrial structure is not scientific,and the corresponding problems of each category,On the basis of the analysis of the problems in the corresponding aspects,the corresponding five aspects ofcountermeasures and Suggestions are put forward for the optimization of its governance model.
