Since the first industrial revolution,the city has increasingly become the core representative of human civilization and society.By the end of 2015,56.1% percent of Chinese have been living in the cities.With the development in both socio-economic and technological domains,cities have undergone giant changes,such as bigger size,more population and more complex structure,which result in a giant complex system with crowds,logistics,information and funds more interdependent with each other.The existence of this giant complex system has made the disaster take on new look,such as complexity,spreading,and concentration as well as much more victims,which brings bigger challenges to current city emergency management system.A sound city emergency management system consists of wellorganized emergency management institution,well-designed mechanism,and laws and regulations,as well as the multi-level emergency plans.As the basis and precursor of all the emergency management components,the mechanism can facilitate them in many ways,such as shedding light on the connections among different stages of city emergency management which give the other three refining guidance.Currently,we have multiple institutions,and thousands of emergency plans,and many laws and regulations,but lacking a deep understanding of the mechanism,which leads to individualized institutional arrangements and plans.This has delayed the refinement of our city emergency management system in many ways as without a sound understanding of the mechanism,we won't be able to know whether the institutional arrangement is good or not.The same is true with emergency plans and the laws and regulations.Since SARS in 2003,our emergency management system has been evolving from passive reactive post doc mode to positive proactive pre mode,which gives much more emphasis on the emergency preparation mechanism.Based on current literature,this paper,by focusing on the critical infrastructure in the city,tries to explore the city emergency management mechanism.Firstly,we analyze the similarity among different kinds of the critical infrastructure by view of resource process,and classify them.Then based on the classification we simulate the disaster' spatial-temporal spreading mechanism in the critical infrastructure with electricity network and communication network as examples.Finally,we try to give our opinions and suggestions on the city emergency preparation mechanism.In all,regarding the increasing bigger damages and losses of disasters,there is bigger need to develop a sound understanding of the emergency management and refine it accordingly.This paper provide a new view to explore it which may help the government to better handle issues in and related to the city emergency management.
