| With the economic development as well as people’s living standards improvement after China carried out reform and open policy,the number of motor vehicles owned increasing sharply in metropolitan.This has brought about traffic congestion and environmental pollution and other social problems.In order to alleviate the increasingly congested traffic conditions and control the rapid growth of motor vehicles,China’s seven major cities(Shanghai,Beijing,Guiyang,Guangzhou,Tianjin,Hangzhou,Shenzhen)have introduced a number of policies to control the growth of private cars.With emphasis on the concept of "fairness" Beijing "lottery" model,emphasis on "efficiency" Shanghai "auction" model as well asGuangzhou and other cities of both efficiency and fairness " lottery + auction" these three modes.These policies background,content and policy effects are also different.This paper aims to make a comparative analysis of the cities that restricting private car license policy by literature research,case study and comparative research method,and to explore the similar problems of public traffic such as traffic congestion,This paper analyzes the reasons why these cities have differentiated or even different combinations of policy tools and the logic behind the use of the policy toolbox by the government.Finally,this paper constructs a model of policy tools for China’s license-limiting policy cities,The corresponding countermeasure suggestion,provides the inspiration reference to the follow-up limit city.This paper is divided into six parts.The first part is the preface,mainly expatiates the research question,the research background,the research significance,the research mentality and the research method of this article.The second part mainly introduces the related theoretical basis and research status,theoretical basis part mainly includes the policy tools related concepts and theories,the research status are introduced in concrete application of theory of policy tools limited brand in China policy of the specific research status,etc.In the third part,the author makes a comparative analysis of the policy of regional restriction,including the background of the policy implementation,the specific content of the policy,the effect of the policy implementation,and the experience of foreign advanced urban traffic management.The fourth part analyzes the choice of policy tools in China’s private car license policy,and makes a detailed induction and comparison of the selection and application of policy tools in each mode of restriction.Mandatory policy instruments,with the use of certain voluntary and mixed policy tools,but are relatively simple.The fifth part mainly constructs the model of the choice of policy tools.Firstly,it analyzes the characteristics of private car license policy and summarizes its evolution.Then,it constructs the model of the policy tool selection from four dimensions: policy objectives,policy environment,policy tools and history.The follow-up limit of the city’s reference.In order to better control the growth of motor vehicles and alleviate traffic congestion,we should continue to optimize the choice of policy tools to limit the scope of policy tools to meet the needs of people to diversify,improve the On the other hand in the long run to vigorously develop urban public transport system,the use of market-oriented means,the implementation of traffic congestion costs to achieve the purpose of governance plugging. |
