In recent years,the change of China's industrial policy has made the competition policy more and more important.Fair competition examination system is the regulation that destroys market economy competition order administrative monopoly behavior.The opinions of the state council on the establishment of a fair competition review system in the construction of market system,promulgated by the state council on June 14,2016,marked the establishment of the system of fair competition in China.On October 26,2017,the national development and reform commission and other five departments jointly issued the implementation rules of the fair competition review system,and further clarified the contents of the fair competition review system.Competitive conference,the European Union,the United States aid control system,competitive impact assessment in Australia,Japan and South Korea to our country fair competition,the competitive effect check list of censorship has certain reference significance.The review process of the fair competition review system established in our country is based on the existing review experience of the EU.However,the standards are not set in accordance with the EU's competition assessment reference book,so China's fair competition review system has certain local characteristics.Fair competition review system of our country is still in the exploratory stage,the system still exist some disadvantages,mainly is my lack of fair competition status of censorship,"self-censorship" give priority to the effect of examination way is difficult to ensure inspection and regular evaluation system is not strict,in-depth review mechanism is not sound,lack of scientific market impact assessment standard,the audit main body lack of professional knowledge,lack of incentive mechanism to review the main body.To solve above deficiencies,by improving the censorship system status,the strict regular evaluation system and improve the in-depth review mechanism,the market impact assessment standards for scientific review,training,competition system,make examination subject incentive system,strengthen information disclosure and improve the system of fair competition review.In order to make the system more effective in our country,we should improve the deficiency as soon as possible to meet the needs of the market competition order.
