Research On Citizen Participation In Local Government Performance Evaluation

In the 1950 s,the US government began to introduce government performance evaluation system,and gradually applied to the government management work.Since then,the government has improved the performance as an important goal of government reform and management.To achieve this goal,the government performance evaluation system has been continuously emphasized and the scope of application has been continuously expanded.In the practice of government performance evaluation,the traditional performance evaluation method is not enough to pay attention to the attitudes of the masses,but it is easy to lead to the false behavior of the government staff.With the gradual maturity of the new public service theory,in order to solve the above problems in the government performance evaluation,Western governments began to incorporate the new public service theory into the government performance evaluation work,and the government performance evaluation began to diversify,people-oriented Direction change,began to participate in government performance evaluation of government work,and in practice to achieve better practical results.In the administrative relations of governments in various countries,because local governments play an important role in the national administrative system,the research on the performance evaluation of local governments is also increasing day by day.Although our citizens participate in local government performance evaluation later than the western developed countries,they have also made some achievements,and highlighted the unique characteristics of development with Chinese characteristics,such as the large number of participants,diversified ways of participation and so on.After entering the 21 st century,our Party began to put forward various development concepts according to the new development situation,such as "establishing the Party for the public,governing for the people" and "scientific development concept".However,with the change of new forms,some problems have arisen,such as insufficient citizen participation and lack of objectivity,which have seriously affected the effective development of local government performance evaluation.Therefore,it is of great theoretical and practical significance to study citizen participation in local government performance evaluation.This paper systematically reviews the current situation of citizens’ participation in the performance evaluation of local government in our country,fully collects thepractice of citizen participation in local government performance evaluation in recent years,and analyzes the problems of local government performance evaluation by using scientific analysis method From the system,the government,the citizen three levels to give the analysis,and gives the overall countermeasure suggestion,in order to our country local government performance appraisal citizen participation in the work to provide reference significance.
