Research On Public Participation In Local Government Purchasing Public Services

Providing public services is one of the basic functions of the government.In the past,due to the influence of the planned economy,public services can only be “exclusively supplied” by the government.The emergence of monopolies will inevitably lead to the impact of the quality of public services.With the rapid development of the economy and the improvement of living standards,the public has put forward higher requirements for the type and quality of public services.Therefore,the government's purchase of public services from social organizations and private companies has become the best choice for the transformation of government functions.The government's purchase of public services originated from the reform of the welfare system in Western countries,which was not used until the 1990 s.Due to the late start,various problems will inevitably occur in practice.The public as a beneficiary of public services should participate in the entire process of government procurement of public services,including the formulation of government procurement plans,the choice of service providers and the evaluation of public services should be public participation,but in practice,the public is not directly effective participation.This paper is based on the public participation in the government's purchase of public services,and studies the purchase of public services by local governments in China.By combing the development of the government from the initial stage of purchasing public services to the present and the current research status at home and abroad,combined with the literature research method,comparative analysis method,experience summarization method and other methods,the public participation status of public service in local government purchase and public participation are invalid.Reasons: The lack of public participation awareness and ability limits the initiative of public participation;the imperfections of public participation procedures and the asymmetry of information hinder the enthusiasm of public participation;the lack of public responsibility of service undertakers affects the enthusiasm of public participation.This paper discusses the advanced research experience of developed countries such as the United States,Britain,Germany,Japan,etc.,and proposes: raising the awareness and quality of public participation,strengthening information disclosure,safeguarding the public's right to know,improving public participation mechanisms,and establishing public participation in the government.Purchasing the effectiveness evaluation model of public services,improving the legal system and guarantee mechanism of public participation,with a view to improving the effectiveness of public participation in government procurement of public services.
