The Research On Pressure Structure And Enlightenment Of Policy Of Industry-university-institute Cooperation Of High-end Equipment Manufacturing Industry In Liaoning Province

The policy of industry-university-institute cooperation is an important factor to promote the development of industry-university-institute cooperation and the maturity of high-end equipment manufacturing industry in Liaoning Province.It plays an important role in the cooperation network of industry-university-institute in Liaoning Province.Under the background of Liaoning Province advocating the policy of industry-university-institute cooperation to promote the industry-university-institute cooperation of high-end equipment manufacturing in Liaoning Province,this paper explores the pressure structure of the policy of industry-university-institute cooperation of high-end equipment manufacturing in Liaoning Province and puts forward relevant enlightenments.It has theoretical and practical significance to enrich the understanding of the structural characteristics of industry-university-institute cooperation driven by policy pressure and to adjust the policy of industry-university-institute cooperation of high-end equipment manufacturing in Liaoning Province.The main work of this paper includes: firstly,this paper introduces the theory of regulatory institutional pressure,enriches the understanding of "conforming institutions" on the basis of focusing on "efficiency first" in previous studies of industry-university-institute cooperation,and illustrates the rationality and importance of using regulatory institutional pressure mechanism to analyze the pressure structure of policy of industry-university-institute cooperation.Secondly,this paper constructs two analytical frameworks for the source structure and acting structure of policy pressure.As the pressure effect of policy is a dynamic process,the analytical frameworks of source structure and acting structure explain what the pressure source of policy is,how the pressure process of policy is,where the pressure effect of policy is,and what structural characteristics appear in the process.Thirdly,according to the analytical frameworks of the source structure and acting structure of policy pressure,this paper identifies the key elements involved in the frameworks from the policy texts by using the methods of policy measurement,content analysis,social network analysis and co-word analysis,and carries out a comparative analysis of policy objectives and subject networks in central government and Liaoning Province,as well as a comprehensive analysis of industry-university-institute cooperation network in Liaoning Province.Finally,based on the analysis results,the paper draws conclusions from three aspects,containing the source structure of policy pressure,the acting structure of policy pressure and the perspective of " conforming institutions",and puts forward some enlightenments for the adjustments of the policy of industry-university-institute cooperation in Liaoning Province.This paper finds the following conclusions: firstly,in terms of the source structure of policy pressure,the administrative system structure of "responsibility isomorphism" makes policy pressure come from the central party and government departments.And policy pressure is transmitted by the corresponding party and government departments in Liaoning Province.Through copying and publicizing the central policy objectives in Liaoning Province,a one-to-one policy objective with a deviated focus is formed,which leads to insufficient attention to the policy tools of public procurement in Liaoning Province.Secondly,in terms of the acting structure of policy pressure in the research,development,demonstration and development links of industry-university-institute cooperation,policy in Liaoning Province restrains the behaviors of actors of industry-university-institute cooperation by policy tools,and forms the network structural characteristics.This paper finds that universities and institutes are not at the core of the industry-university-institute cooperation network,which may lead to the efficiency loss of the industry-university-institute cooperation.Moreover,the role of government in Liaoning Province is not clearly defined in the development link,which may affect whether the technology products can smoothly enter the market.In addition,government in Liaoning Province lacks the use of key policy tools of tax incentives and public procurement.Thirdly,from the perspective of regulatory institutional pressure,the pressure structure of policy of industry-university-institute cooperation puts forward an important way to understand industry-university-institute cooperation from the aspect of "conforming institutions".Compared with the idea of "efficiency first",it pays more attention to how to make the regulatory institutions more efficient to gain the efficiency of industry-university-institute cooperation network.Based on the above conclusions,this paper puts forward the following enlightenments: firstly,Liaoning Province adheres to the leading roles of the Department of education of Liaoning Province and Liaoning Intellectual Property Office in formulating policy objectives,strengthens cooperation with the Department of Science &Technology of Liaoning province and other important policy subjects to jointly follow the basic core of the policy objectives of central government,pays attention to the use of policy tools of public procurement,and forms the policy objectives with Liaoning Province’s characteristics.Secondly,the policy of industry-university-institute cooperation in Liaoning Province should emphasize the policy support to the universities and institutes,and highlight the use of policy tools of tax incentives and public procurement in the industry-university-institute cooperation network.Thirdly,instead of paying more attention to "efficiency first",Liaoning Province should turn to rational thinking of " conforming institutions" appropriately.When considering the efficiency of policy of industry-university-institute cooperation from the aspect of network redundancy,Liaoning Province can examine it with the help of relevant professional forces.
