The report of Nineteenth CPC National Congress has pointed out that the country should enhance the undertaking of cultivating young cadre.Based on the fact that young grass-roots cadres are losing,as well as the Performance Management Theory and Competency Theory,the thesis intends to improve the system of discerning the excellent young cadre in order to select and appoint young cadres.The thesis has adopted the method of collecting and investigating the overall data of all the young cadres who are under the age of 35 in Hedong district,which includes 28 items of information.By means of the SPSS,the thesis analyzed deeply the general situation,the middle-level young cadre,as well as the factors influencing the selection and appointment of the young cadre group.The thesis also applied the method of questionnaire and survey to select young cadre from different departments of the district,to investigate the current situation,the deep-lying problems and the suggestions.After all the information collection and analysis,the thesis pointed out that the major problem is located in the lack of correct recognition and evaluation of the young cadre.Thus,the thesis put forward 9 factors as well as 27 items that are deeply related to the performance of young cadre using competency model.Besides,the thesis has also designed and developed an evaluation system,with multiple forms and designed dictionary.The thesis has certain significance for the excavation and selection of outstanding young cadres.
