| Since the reform and opening up,China’s rural economy has developed rapidly,and rural productivity and production levels have improved remarkably.In recent years,the rapid advancement of urbanization has brought new opportunities to rural development.The rural landscape is changing with each passing day,and farmers’ living conditions and living standards are very high.Great improvement.As of 2015,China’s urbanization rate was 56.1%,and Y city’s urbanization rate was 64.03%.However,urbanization also brings challenges to the countryside.Economically backward regions often seek “leap-forward development” to get rid of the backwardness of poverty and achieve rapid economic development,thus causing serious pollution to the rural ecological environment.Y City is located in the north wing of the Yangtze River Delta.It is the largest prefecture-level city in Jiangsu Province and an economically underdeveloped area in the central and eastern parts of Jiangsu Province.While pursuing economic growth,it is accompanied by destruction of the ecological environment.At present,the comprehensive improvement of rural ecological environment is still not in place,promoting the adjustment and upgrading of rural industrial structure,rectifying environmental pollution,restoring rural ecology,and building a livable village is imminent.The economic development level of L Town has always been at the forefront in the non-Chengguan Town of Y City,and it has many advantages in actively developing livable villages.In recent years,L Town has made certain achievements in rectifying the rural environment,improving rural infrastructure,and improving the level of rural public services.At the same time,due to the low level of comprehensive improvement of the village environment,the rural planning is not perfect,the villagers’ construction subject is insufficiently recognized,and the construction level still has much room for improvement.The research of this topic is conducive to better solution.The problem is to speed up the process of livable rural construction and promote the establishment of villages with connotation and good governance.This paper uses the literature research method to study the domestic and international livable concepts and rural construction theories,problems and experiences,and to study public governance theory and human settlement environmental science theory.Through the case study method,the current situation of livable rural construction in L town,including basic guarantees and achieved phased results,was studied.By issuing questionnaires and interviewing the town government staff,grassroots cadres and other subjects,we will further understand the existing problems,analyze and summarize the many challenges faced,including the weak implementation of government organization and management functions,the lack of understanding of the overall group,and the need to broaden the construction ideas.This paper combines the concept of public governance multi-subject co-construction and co-governance.This paper proposes to continue to broaden the construction ideas under the guidance of the government,promote multi-agent cooperation to promote rural construction,continuously improve the enthusiasm of the cadres,and guide the market institutions and government lines.Many villagers and other subjects contribute to livability.In combination with the scientific theory of human settlements,it is proposed to adhere to the concept of ecological advancement to develop the comprehensive strength of the countryside,base on the actual situation of towns and villages,promote the development of characteristic industries,promote the development of eco-tourism,and provide economic support for the construction of livable villages.The development of the countryside is inseparable from the promotion of talents.This paper proposes to highlight the quality improvement of people,increase the quality training for the peasants,and train new professional farmers.In addition,according to the economic development level,humanities,nature and other factors of the villages in L town,this paper explores and formulates the classification criteria.According to the classification,it explores new construction standards according to local conditions and promotes the formation of villages with one village,one village and one village.Development model. |
