Research On The Government Coordination Of The Reforms To "Streamline Administration,Delegate Powers,and Improve Regulation And Services" In Hubei Province

The reforms to “streamline administration and delegate powers,strengthen regulation,improve services” play an important role in transforming government functions,which are powerful measures to promote high-quality development,promoting the modernization of governance system and governance ability.However,government fragmentation,separate governance of departments,data islands make the current reforms to “ streamline administration and delegate powers,strengthen regulation,improve services” existing some problems such as “fragmentation”.It is difficult to deal with the increasingly integrated cross-border public affairs in reforms,which hinders the promotion of the reforms to “ streamline administration and delegate powers,strengthen regulation,improve services ”,so there is an urgent need to strengthen the coordination among government departments.From the perspective of the theory of holistic government,taking Hubei province as an example,which is representative in the reforms to “ streamline administration and delegate powers,strengthen regulation,improve services ”,based on the theory and practice of holistic government,an analytical framework of the coordination among government departments is constructed.From function,business and data these three dimensions,this study makes a detailed analysis of the government coordination of Hubei Province's reforms to “ streamline administration and delegate powers,strengthen regulation,improve services”.First,government function coordination being from the perspective of the responsibilities of government departments,functional integration of large departments and joint performance of functions are analyzed respectively according to two main paths:intra-departmental coordination and inter-departmental coordination.Secondly,government business coordination being from the perspective of the business of government departments,the standardization of business standards and optimization of business processes are analyzed according to steps of government process reengineering.Finally,government data coordination being from the perspective of government departments data,the multiple aggregation,integration sharing and innovative application of government data are analyzed based on the process of government data.Based on the research,the experience of government coordination in the reforms to“ streamline administration and delegate powers,strengthen regulation,improve services” in Hubei province is refined,in order to provide inspiration for government reforms.On the basis of summarizing the research,this paper holds that the local governments in China deepening the reforms to“streamline administration and delegate powers,strengthen regulation,improve services” can take the following as referrences:changing the operating mode of traditional government,integrating government functions,using government data sharing to drive government business process reengineering,constructing the government of overall operation on the internet.
