Particularly Significant Safety Accident:An Analysis On Its Causes,Accountability And Political Implications

Unlike "natural disasters",accidents are the result of human interaction.In the broadest sense,they are inherently "political".A safety accident,especially big production safety accident,without exception,will launch a large number of subsequent reports,surveys,reports and civil and criminal judicial action,this kind of activity across the production unit,significantly related to personal and family the boundaries of this "private domain",apparently has entered the field of "public domain" or political.Incident management,management and response not only reflect the comprehensive capacity of government agencies and public policy implementation,but also a controversial and complicated political activity.Moreover,such destructive events,interpreted by different subjects,are bound to evolve into discussions within and outside the system involving power,responsibility,jurisdiction,leadership and legitimacy.Accidents are political in nature,especially major production safety accidents.It is based on such cognition that the analysis and discussion of production safety liability accidents in this paper to some extent surpasses the existing studies focusing on safety technology,administrative accountability and investigation and handling mechanism.In order to enhance the representativeness and pertinence of the argument,this paper selected the large-scale production safety accidents published in recent 10 years as the typical cases,hoping to reveal the main political implications of large-scale production safety accidents in China on the basis of analyzing the hazards,causes and accountability of these accidents.In the specific demonstration process,this paper firstly introduces the official definition and identification of the large production safety accidents,and analyzes the types of selected accident cases.Then,based on the attribution framework constructed in this paper,statistical analysis is made on the main causes of these accidents and the results of administrative accountability of personnel in different government departments and levels involved in the accidents.Finally,the political aspects of these accidents and their attribution and accountability are discussed from the perspective of political science.This paper verifies the basic assumption that extreme work safety accidents are political based on empirical facts from different perspectives,and further recognizes that the negative effects of destructive accidents need the wise efforts of the public sector to eliminate them and provide a proper outlet for social catharsis.The handling and handling of crisis events is a power-intensive and intelligence-intensive work,which especially depends on the skill and level of the relevant subjects to use their influence.Accident accountability is not only about execution,but also about the legitimacy and effectiveness of specific systems such as management,supervision and accountability.Relevant departments should make good use of crisis learning opportunities inspired by major accidents to timely innovate and improve the system.In a word,the government should not be hypocritical,offside or absent in the investigation,attribution,accountability and aftermath of major production safety accidents.Accordingly,political science should not be absent or empty in the study of major production safety accidents.
