Reengineering Of Administrative Examination And Approval Department Of Qinhuangdao Economic And Technological Development Zone

This paper mainly focuses on the reform process of department reengineering in the administrative examination reform and approval system reform of Qinhuangdao economic and technological development zone(hereinafter referred to as "Qinhuangdao development zone")and new administrative examination operation and approval departments operation in recent years.Since 2014,after the promotion of the reform of "relatively centralized administrative licensing power" system,the reengineering of administrative examination and approval departments has been carried out across the country,and the vast majority of the newly established examination and approval departments are called “bureau of administrative examination and approval ".First of all,by consulting and analyzing the relevant literature on the administrative examination reform and approval system reform,and the establishment and operation of the " bureau of administrative examination and approval",this paper illustrates the research status of the administrative examination reform and approval system reform at home and abroad.Secondly,by introducing the status quo of the administrative examination reengineering and approval department reengineering of Qinhuangdao development zone,this paper analyzes the construction and operation process of the bureau of administrative examination and approval of Qinhuangdao development zone by using the theory of integral government,seamless government and service-oriented government,and puts forward the existing problems.Administrative examination and approval administration agency problems existing in the design of the main administrative examination and approval departments lack of legitimacy,"relatively concentrated administrative permission" relative degree of unknown,the bureau of administrative examination and approval institution of cohesion,up and down "whoever approval regulation" and "whose cell separation" contradiction and shortage of professional and technical personnel,personnel can not make full use of existing problems and analysis of the causes of problems.Thirdly,drawing on the experience of advanced regions in the administrative examination reform and approval system reform in China,it is proposed that in the process of reengineering the administrative examination and approval department,the top-level design should be adopted to further improve the legal system and strengthen the construction of the rule of law to ensure that the reengineering process of the administrative examination and approval department is reasonable and legal.Local governments should attach great importance to and strongly support the standardization of administrative examination and approval,and establish new communication and coordination mechanisms for administrative examination and approval departments at different levels.In the departments at the same level,powers and responsibilities should be clearly defined,and in-process and post-event supervision should be strengthened.The department reengineering should be carried out around the result of "customer demand" to cultivate generalists and improve the utilization of human resources.
