Research On The Role Of Government In The Internationalization Of Regional Innovation System

The internationalization of regional innovation system is a process in which all innovation subjects work together to carry out the internationalization of innovation.As a member of the internationalization of regional innovation system,the government's functions and role play an important role in the operation of the internationalization of regional innovation system.In this paper,the role of the government in the development of regional innovation and regional innovation system and the theory of internationalization are summarized.Next to the concept of the internationalization of regional innovation system and operational mechanism are expounded,internationalization of regional innovation system in accordance with the "elements-structure-function-environment" run four dimensions,and analyzes the government to individual innovation main body(enterprise,university and scientific research institutions,intermediary service institutions)effect,and the government governance mode in the globalization of regional innovation system,to put forward the analysis framework of government in the regional innovation system internationalization,think that there exist differences in different levels of regional innovation system,internationalization of government function and the management pattern,so the government role is also different,There are three types of government roles: new public service type,new public management type and traditional public administration type.Thirdly,through the case analysis of the internationalization status of regional innovation system and the role of the government in three prefecture-level cities in Zhejiang province,the paper compares the role of the government and concludes that there are some similarities and differences in thecharacteristics of the role of the government.Then from the "elements-structure-function-environment" four dimensions of innovation to build the performance evaluation index system of regional innovation system internationalization,using factor analysis method and Topsis comprehensive evaluation of 11 cities in zhejiang province performance evaluation of regional innovation system internationalization,further analysis on the four dimensions of innovation government play a direct or indirect role,and internationalization of performance according to different regional innovation system,innovation from four dimensions of performance are good,there is only one dimension of innovation performance,four dimensions will from three aspects of performance is poor in 11 cities of Zhejiang province government role positioning,Hangzhou and Ningbo with good performance in the four innovation dimensions are positioned as the "new public service" government role,whose main function is to provide innovative services.Positioning Jiaxing,Shaoxing,Jinhua and Wenzhou with good performance in only one innovation dimension as "new public management" government role,its main function lies in steering and guiding;Taizhou,Huzhou,Zhoushan,Quzhou and Lishui,which have poor performance in the four innovation dimensions,are defined as "traditional public administrative" government roles,whose main function is to lead and execute.Finally,the paper puts forward corresponding countermeasures for the three types of government roles.
