Research On The Guarantee Of Crew Rights And Interests From The Perspective Of Public Service

Crew members play an important role in the process of economic globalization,which has led to rapid development of domestic and foreign economies.However,in reality,because of the special nature of the crew industry,the crew's work is very risky.At the same time,the working environment of the goat and the working conditions of the crew are also poor,so how can the crew be better protected?The legitimate rights and interests are not infringed,which is an important topic of our current research.Many foreign countries attach great importance to the protection of the rights and interests of the crew.Therefore,a series of crew protection mechanisms and laws and regulations have been issued to protect the legitimate rights and interests of the members to the greatest extent.However,the laws and regulations issued by foreign countries concerning the protection of crew rights and interests are still relatively small in content,too scattered,and the chapters are too cluttered.At present,a complete legal system has not yet been established.At the same time,there are some vague places in China's jurisdiction over the management system,mainly because the laws and regulations are not perfect.Therefore,China's current crew security mechanism needs to be further improved.Through the continuous improvement of China's laws and regulations,the crew will be better.Good maintenance of their legitimate rights and interests will not protect the legitimate rights and interests of the crew.The analysis and research of this paper is mainly from the perspective of humanism.The workers of last month must be respected by the society and enjoy the legitimate rights and interests that should be obtained.The work of the crew is also the same,and the legitimate rights and interests of the crew should also be protected..Therefore,the maritime management department should play a leading role,change the previous management methods,enhance the public service management awareness,and strengthen the management of the crew.These are all important manifestations of the new public service theory in practice.In the profound economic transformation of China,the governmen's functions must also be changed and establish a more scientific and effective public service management system.Doing these tasks is conducive to the improvement of the crew's public service awareness.It is also conducive to the improvement and upgrading of public service products,and plays an important role in the development of public service related theories.The analysis and research in this paper is mainly divided into five parts.The first part is the introduction.It mainly analyzes the background and significance of the topic,and then expounds the status quo of research at home and abroad.The second part is related concepts and theoretical basis.This chapter analyzes the two aspects,first of all.the related concepts,including the description of the crew,the elaboration of maritime management and the elaboration of public services.Secondly,the analysis of the theoretical basis mainly includes three aspects,namely humanism theory,service-oriented government theory and new public service theory.The third part is the analysis of the current situation of the protection of the rights and interests of the crew in China.The analysis and research in this chapter mainly includes three aspects.The first is the basic practice of crew rights protection,which elaborates on the establishment and implementation of the crew rights and interests protection management system,the implementation of the relevant department's supervisory subject responsibility and the implementation of a series of crew public service initiatives.Secondly,there are major problems in the protection of crew rights.These problems mainly include the lack of rights channels for crew members,the lack of contract management for crew members and shipowners.The shipping performance check went through the battle and the excavation of the crew.Then it analyzes the reasons for the problems in the protection of the crew's rights and interests,mainly in four aspects.These four aspects mainly include interests.The analysis and research in this chapter mainly analyzes the three aspects of promoting the uniform legislative norms for the maintenance of crew rights,improving the overall rights and rights protection monitoring mechanism.(3)The analysis of the public service system to improve the rights and interests of crew members is also carried out through three aspects:speeding up the
