The foundation of the national administrative management system lies in the grassroots government,while the main body of the grassroots government lies in the grassroots civil servants.Grassroots civil servants account for about 60%of the total civil servants.It can be said that they are the backbone of the civil service.The work of grassroots civil servants needs to directly face the broad masses of the people.Therefore,their work performance is directly related to the implementation of national policies at the grassroots level.Their work attitude also directly represents the image of the government among the broad masses of the people.Their words and actions are the direct reflection of the image of the government,the cause of the party and the country plays an important role.In recent years,due to the increasingly improved government system,Dalian has introduced relevant incentive mechanism one after another.However,most of the policies are inclusive,and the mechanism specifically applicable to grassroots civil servants is very scarce,and the incentive system formulated by Pulandian district is almost non-existent.Dalian's administrative level and salary standards are relatively high.Compared with the four districts in the city,grassroots civil servants in Pulandian District also have certain regional differences in terms of salary and benefits,promotion system,and performance evaluation.This unsound incentive mechanism has led to frequent complaints in the grassroots civil servants.Due to the traditional incentive mechanism,neither the concept nor the method can keep up with the development of the times.Due to factors such as imperfect institutionalization,insufficient fiscal revenue,and traditional social atmosphere,the phenomenon of complaints from the majority of grassroots civil servants has occurred from time to time,leading to Dalian.There are a lot of problems in the grassroots team in Pulandian District.Therefore,it is extremely urgent to further establish and improve the incentive mechanism for grassroots civil servants in Pulandian District of Dalian.This paper selects Pulandian District of Dalian as the research object,and investigates the status quo and existing problems of grassroots civil servants in different streets and different backgrounds in Pulandian District through theoretical system research,questionnaires and systematic analysis.Through the survey found that the incentive mechanism of civil servants at the grass-roots level of Pulandian area in Dalian in the concept of incentive incentive system still exist many problems in incentive method,through draw lessons from advanced experience at home and abroad,in combination with the practical situation of Pulandian area development,in view of the incentive problems of the corresponding solution measures are put forward,thereby to complement and perfect the existing incentive mechanism,improve Pulandian in Dalian area as much as possible the enthusiasm of civil servants at the grass-roots level and work efficiency,and inspire their enthusiasm and contribute more power for the development of the local construction.
