The Survival Status,Development Dilemma And Countermeasures Of Public Welfare Emergency Rescue Organizations In China

With the rapid development of modern society,the double-edged sword,science and technology,brought human beings lots of disasters which were truly unimaginable.It has long been impossible to cope with those disasters with the existing emergency rescue forces.In this context,it is becoming more and more important to energetically develop civil emergency rescue force,which could become an important complementary force of China's emergency rescue system by better broughting its flexibility,and speciality into full play.Based on the theory of risk society,civil society and non-profit organizations,this paper takes Suzhou Blue Sky Rescue team as the research sample,making an in-depth analysis of Suzhou BSR team's survival status anddevelopment dilemma though interviews and questionnaires.Though investigation,this paper concluded that the public welfare emergency rescue organizations in China have some practical development dilemmas such as low level of internal normative management,lack of funds,lack of talents,poor coordination with other emergency rescue forces,lack of credibility,lack of independence and insufficient system guarantee.On the basis of those research,this paper analyses the reasons for the development dilemma of public welfare emergency rescue organizations in China from the aspects of law construction,system construction and supervision mechanism.Combining with the advanced experience of foreign emergency rescue organizations,this paper also tries to put forward some countermeasures to solve the development dilemma of public welfare emergency rescue organizations in China,such as standardizing organization management,building emergency support service system,building non-profit organization supervision system,etc.Through the above research,this paper try to make some contribution to the construction of emergency rescue system in China.
